The Supervisory Grants Management Specialist has primary responsibility for monitoring and overseeing grantees of the 15 FNS nutrition assistance programs and enforces financial instructions, program laws, regulations, and policies, through oversight, review, and analyses of federal, state,and local financial systems. The oversees the fiscal planning, management, and direction of multiple State agency entities receiving over $12 billion in federal grants. .

Duties

In collaboration with the Regional Director, assumes overall responsibility by providing leadership and directing the planning and administration of the program and activities. Conducts on-site reviews of grantee fiscal operations to ensure compliance with specific fiscal requirements of FNS regulations, OMB Circulars and US Treasury instructions. Prepares report identifying findings and corrective actions and follows up with State agencies to ensure resolution of all findings. Escalates high profile or chronic issues to Agency management. Recommends the revision of long-range plans, goals and objectives for the work directed. Manages organizational changes to the structure or content of the program. Obtains quarterly and final financial status reports (SF-425 or equivalents) from each grantee; reviews and analyzes costs reported by function or programs and approves by posting into the USDA on-line reporting system by due date. Reviews and monitors the quality of program data provided by grantees in order to determine trends and to identify and resolve potential problems. During the fiscal year, performs four accounting reconciliations of the financial data of the assigned grants with the Agency's summary and detailed reports.

Requirements

  • You must be a US Citizen or US National.

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. To qualify for the GS-14: Applicants must possess one year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in in federal service or equivalent experience. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Balancing human, financial, and administrative resources to conduct financial monitoring, fiscal program oversight, technical assistance, and data analyses. Assuring accountability and integrity of funds allocated to grantees. Establishing critical relationships with state leadership, OMB, State Fiscal Offices, and Treasury. Supporting leadership in the negotiation of complex fiscal issues such as Financial Management Review reports, claims, fiduciary requirements, and settlements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
