Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as experience reviewing pre-award grants, cooperative agreements, and/or inter-agency agreement applications; and conducting award and post-award grant management activities.- OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position- OR an equivalent combination of education and experience.
To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as experience assisting with complex grants and cooperative agreements, providing consultative assistance on the interpretation of policies and procedures, managing pre-award, award, and post-award of grants and making recommendations on new or proposed grants process changes.
Your answers to the online assessment will be used to evaluate your competencies in the following areas;
1. Knowledge of grants management policies, laws and regulations.
2. Knowledge of financial analysis techniques for evaluation of grant proposals.
3. Skill in communicating grant agreements.
4. Ability to use consultation and persuasion in resolving problems which could impact a cooperative inter-Regional as well as EPA/State relationships.
5. Skill in performing grants management procedures.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
