This position is located in a Regional Office of the Food and Nutrition Service (FNS). FNS provides children and needy families with access to nutrition and better health. The Regional Office ensures the effective and efficient operation of the Federal nutrition assistance programs administered by State agencies and tribal organizations. The incumbent in this position serves as a Lead Grants Management Specialist in the Grants Management and Administrative Services Division. .

Duties

Leads the team in identifying and distributing work with consideration for workflow, skill level and expertise in order to accomplish assigned tasks leading to team products. Analyzes data on reported outlays and unliquidated obligations by function or program to determine if cash draws made by the grantees are reasonable and necessary. Reviews annual Single State (A-133) audit reports of assigned grantees. Prepares correspondence to obtain corrective action plans related to any financial management findings. Provides technical assistance and policy clarifications on financial management requirements or explains government-wide grant requirements. Performs the funding operations of one or more grants for state agencies or a combination of state agencies and Indian Tribal Organizations (ITOs) administered by the Food and Nutrition Service (FNS).

Requirements

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have at least one year of federal experience at the next lower grade to be considered for the next higher grade, e.g., one year at the GS-12 grade level for consideration at the GS-13 grade level. Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. To qualify for the GS-13: Applicants must possess one year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Planning, organizing, and completing assignments or projects by established deadlines. Researching, interpreting and applying federal-wide grant policy, including OMB Circulars, to fund, monitor, and close out grants. Analyzing, determining, and tracking the funding needs of grantees by function or program. Collecting, analyzing, and interpreting data and information to draw conclusions, develop recommendations, and take necessary actions. Presenting complex policy, financial information, audit findings and corrective action requirements to grantees in orally and in writing. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may not be substituted for specialized experience at the GS-13 grade level.
