The Program Manager position is located in the Bureau of Budget and Planning (BP). BP is the central budget office for the Department of State responsible for ensuring the programs that enable American diplomacy are strategically planned and resourced . BP functions at the crux of Department operations, overseeing budgetary of approximately $25 billion across 80 accounts including direct appropriations, non-appropriated funds, trust funds, and off-setting collections.
Duties
Serves as the principal program management advisor and subject matter expert for the bureau's Systems, Resources, Operations (BP/SRO) Division.
Responsible for program management of the Budget Formulation and Planning System (BFPS) program, supporting the Business Owner role for the Business Systems Modernization (BSM).
Serves as the Contracting Officer's Representative (COR) on BP contracts.
Oversees approximately $25 billion across 80 accounts including direct appropriations, non-appropriated funds, trust funds, and off-setting collections.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Multiple SF 50s may be needed to prove time in grade at the next lowest level at 52 weeks.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: There is no substitute of education for specialized experience for the GS-14 position.
Experience translating management and budget data in all its forms into information products that can serve to inform decisions of senior leaders, AND
Experience researching and collecting financial data use, as well as cleaning, manipulating, and structuring fiscal data across many systems.
