We are looking for an individual with a background in specific economic analysis, who naturally pays attention to fine details in their work, is not intimidated by legislatively mandated deadlines, who is comfortable working in a team environment, and is able to defend their work with outside parties. We are looking for an individual who possesses excellent interpersonal skills, particularly the ability to handle conflict and resistance inherently associated with litigation.
Duties
The ideal candidate possesses advanced studies in International Economics, has aptitude for conducting import injury trade remedy investigations, has a genuine interest in learning new industries, and enjoys exploring a variety of business and trade subject matters in the conduct of their work.
Your primary responsibilities will be to conduct import injury trade remedy investigations and support other non-remedy investigations and studies, performing your work in a team environment. You will compile and analyze large and detailed quantitative and qualitative information and data related to industry participants, market conditions, conditions of competition and pricing practices for a specific product and/or industries subject to import injury investigations. The primary components of these activities include: questionnaire design and data collection; compilation, analysis and presentation of questionnaire data and information; identifying, collecting and analyzing information on industry structure and competitive conditions, especially in the context of international trade; analyzing economic and industry data and information in the context of legal requirements and private party arguments; preparing staff reports for agency Commissioners; preparing for staff conferences, Commission hearings, Commissioner briefings and opinion writing; participating effectively in a collaborative team environment; and managing all necessary research and analysis records.
To ensure effective performance in a team environment, you will be expected to establish working relationships with agency staff who typically participate in these investigations, such as investigators, financial analysts, commodity analysts, statisticians and attorneys. You will also interact with external parties, including representatives/counsel of firms that make, sell and purchase the product being investigated. In the course of your investigations. You will consult with members of international trade-related agencies and organizations, as well as industry and firm representatives from the United States and foreign countries; conduct field trips to manufacturing plants; and review technical and commercial literature and domestic and foreign statistical publications.
You may also participate in providing support in economic modeling analysis, primarily partial equilibrium analysis. You will be expected to stay current in the application of economic tools and concepts for analysis in international trade-related research and analysis, and to increase your knowledge base and level of independence and expertise in conducting work assignments as your career progresses to the full performance level of this position.

Qualifications

Both specialized experience, and/or the substitution of education for experience, must have required an in-depth understanding of international economic principles and theories, such as the interplay of economic forces of goods and services across international borders, matters of trade policy, and product or industry competitiveness.
For GS-11:
One year of specialized experience equivalent to the GS-9 level in the Federal service. Specialized experience would include the following: professional and/or academic experience in substantive analysis which requires a thorough understanding of the economic issue under investigation; planning and execution of sequential work steps; and integration of research into an assigned study or work product, OR
Possession of 3 years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree, may be substituted for the experience requirement above, and is fully qualifying at the grade 11 level.
For GS-12:
One year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience would include the following: professional experience in import injury investigative research, data collection and analysis, or other substantive analysis which requires a thorough understanding of the economic issue under investigation; planning and execution of sequential work steps; and integration of research into an assigned study.
There is no substitution of education for experience at the grade 12 level.
For GS-13:
One year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience would include the following: professional experience in questionnaire-based anti-dumping/ countervailing duty investigative research, data collection and analysis, or other substantive analysis which requires a thorough understanding of the economic issue under investigation; planning and execution of sequential work steps; and integration of research into an assigned study.
There is no substitution of education for experience at the grade 13 level.

Basic Education requirement for all applicants:
Possession of BA or higher degree in
Economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus. You are required to submit a copy of your transcript(s) to verify this requirement.
Education May be Substituted for Experience as Follows:
At the GS-11 level: Three years of progressively higher level graduate education leading to a Ph.D. degree in Economics or related field or equivalent doctoral degree.
At the GS-12 level: There is no substitution of education for experience at this level.
At the GS-13 level: There is no substitution of education for experience at this level.
