This position serves as the Chemical Biological Radiological Nuclear (CBRN) Response Branch Chief. The incumbent provides direction and guidance to CBRN Response Team. The employee is responsible for long range planning, program objective development, and strategic plans for the division.

Duties

Incumbent typical work assignments may include the following: Responsible for managing the successful mitigation, investigation, and prosecution of crimes involving the use or threatened use of Weapons of Mass Destruction (WMD) Supervising personnel conducting downrange CBRN investigations Coordinating of first response activities with other DoD, Federal state and local government organizations Directing the use of emergency response tools and resources Acting as the Incident Commander during incidents involving the criminal use of CBRN related WMD

  • This position requires the employee to work rotating shifts, weekends, overtime, holidays and may be subject to call 24 hours a day.
  • This position requires that the employee must have the capacity to perform essential functions of the position without risk to themselves or others.
  • This position requires that the employee must work in all weather conditions and unpredictable terrain while wearing up to and including a bomb suit and OSHA Level A suit with Self Contained Breathing Apparatus.
  • The employee must obtain and maintain a Department of Defense Hazardous Materials Technician certification (per the National Standards for Bomb Squads, paragraph 4.1.2.
  • The employee must satisfactorily complete job related training and meet physical health standards required for certain courses (per FBI Hazardous Devices School (HDS), paragraph 4.1.1
  • Retention in this position is contingent upon the successful completion and passing of all agency training requirements set by NFPA 472 standards for Hazmat/Countering Weapons of Mass Destruction (CWMD) Technicians.

Additional Conditions of Employment This position is designated as an Emergency Employee. Emergency employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations (e.g., building closure due to power outage) causing disruptions of government operations, and are required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor. This position requires the employee to take and pass the PFPA annual medical and physical fitness examinations; to participate in a bio-threat pathogen vaccination program (unless excused by a licensed healthcare provider); position requires employees to be clean shaven in order to wear personal protective equipment, (i.e. self-contained breathing apparatus, respiratory protection equipment etc.); and to pass all designated PFPA certification programs. He/she/they must have the capacity to perform the essential functions of the position without risk to themselves or others. This position requires that the employee must be in a constant state of physical readiness and must be capable of demonstrating maximum physical exertion without warning. Any hesitancy, reluctance, or inability to fully engage in a critical situation that requires full-unrestricted physical capabilities could have tragic, if not fatal, consequences. This position requires that the following medical requirements apply to all employees: good near and distant vision, ability to distinguish basic colors, emotional and mental stability, and the ability to hear the conversational voice. In addition, the position requires common physical characteristics and abilities in agility, dexterity, and strength to endure regular and recurring physical exertion such as long periods of standing, walking, driving, bending, stooping, carrying, or moving heavy or unwieldy objects over 50 pounds, running, climbing, crouching, crawling and kneeling during pursuit possibly in restricted, dark and hot or cold spaces, or defending oneself or others against possible exposure to explosives, chemicals, or other weapons of mass destruction. Read more about what should I include in my federal resume? at https://www.usajobs.gov/Help/faq/application/documents/resume/what-to-include/ You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates: Directing operations for an agency's Chemical Biological Radiological Nuclear (CBRN) Response team; Providing technical guidance related to CBRN investigations, response, recovery, or training to stakeholders; and, Facilitate CBRN operation coordination (emergency responses, daily operations, or administrative services) with internal and external partners for effective processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
