Duties
You will serve as a Financial Management Analyst in the Comptroller Department of Puget Sound Naval Shipyard and Intermediate Maintenance Facility.
You will assist in the performance of functions such as: formulation of budget and estimates to support plans, programs, and activities; review and evaluate budget requests, and control and reporting of obligations and expenditures.
You will perform studies or assist others with full scale studies.
You will provide information about and interpret standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations.
You will research guides to locate accounting, budgetary and financial information and prepare summaries for use by managers.
You will perform specialized work involving managerial or administrative work in connection with accounting systems; and analytical, forecasting, and interpretive functions associated with the management and control of resources or funds.
You will track and control funds for special programs; and perform analytical or program work pertaining to payroll, cash control, or benefit systems.
Requirements

- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a bargaining unit position.
Qualifications
TO QUALIFY FOR GS-9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying principles of financial administration to relate the needs and accomplishments of an organization to anticipated and/or actual dollar figures in a budget.
TO QUALIFY FOR GS-7: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-5 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying basic financial administration principles to obtain, compile, or summarize financial information for use by others within an office.

Education
TO QUALIFY FOR GS-9: Education may be substituted for specialized experience as follows:
- A master's or equivalent graduate degree; OR
- Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
- An LL.B. or J.D., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
TO QUALIFY FOR GS-7: Education may be substituted for specialized experience as follows:
- One full year of graduate level education; OR
- A bachelor's degree with superior academic achievement; OR
- A combination of experience and education as described above that equates to one year of experience.
