This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Security Officer (OCSO), Physical Security Division. The incumbent serves as a Physical Security Specialist. The incumbent is responsible for the prevention of unauthorized access, use, theft, or disclosure of classified national security information by implementing security best practices, policies and procedures and other physical security programs for all EOP personnel.

Duties

As a Physical Security Specialist, GS-0080-11/12, your typical work assignments may include the following: Supports the day-to-day administration of the physical security management program for the protection of classified or sensitive information, facilities, installations, or other sensitive materials, resources, and processes against internal and external physical security threats and vulnerabilities. Performs operational control and assessments of the Sensitive Compartmented Information Facilities (SCIF), prepares fixed facility checklists for SCIF Accreditations while working in concert with external partners. Maintains an ongoing SCIF inspection program as a preventative measure against potential vulnerabilities in compliance with Intelligence Community Directives (ICD), and all other applicable federal rules and regulations. Reviews requests for information security guidance and assistance, identifying the nature of the issues involved, and researching guidelines to identify the general policies and procedures to provide sound recommendations. Supports the day-to-day administration of the Physical Access Control System (PACS) including; maintenance, installation and COR responsibilities. Performs the back-up role of sponsor for the PIV card issuance program. Interacts with customers to troubleshoot PIV card related issues. Ensures the proper execution of HSPD-12 programs and roles for the EOP physical security team. Supports the day-to-day administration of an HSPD-12 program used in the issuance of PIV credentials to all federal employees and contractors.

  • Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

  • The agency requires 30 days on site before being eligible to participate in the telework program.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-11 level, if you must meet the following minimum qualification requirements:One year of specialized experience equivalent to the GS-9 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1-preventing unauthorized access, use, or disclosure of classified national security information and 2-performing work in multiple security disciplines to include: physical, industrial, information, and operational security. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades below GS- 11). You may qualify at the GS-12 level, if you must meet the following minimum qualification requirements:One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1-preventing unauthorized access, use, or disclosure of classified national security information; 2-performing work in multiple security disciplines to include: physical, industrial, information, and operational security and 3-Utilizes security systems to safeguard facilities and information, including CCTV, Physical Access Control Systems (PACS), and Intrusion Detection Systems (IDS). Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
