Duties
This position functions as the Outdoor Recreation Planner (Tourism) in Division of Recreation and Visitor Services.
Development of strategic plans, policies, procedures, priorities, and milestones in consultation with other affected BLM Divisions, Directorates, State Offices, and the Department.
Provides assistance and guidance in the implementation and evaluation of these programs.
Provides program leadership and support, including program advocacy, strategy development, program direction, policy and procedures development.
Provides interpretation, recommending national standards, performance accountability, program monitoring and evaluation, coordination.
Facilitates cooperation between Bureau staff and travel and tourism associations. Facilitates teamwork and team decision- making, as well as the sharing of resources among program staff.
Works closely with State tourism program leads to identify issues and solutions in order to enhance the Bureau Tourism program. Advises and coordinates with internal and external groups about the BLM Tourism Program.
Conducts workshops, seminars, and training programs to enhance exchange of information, address issues, and improve Bureau staff understanding of the latest tourism trends that impact destinations planning, development, marketing and growth.
Establish and maintain liaisons with other Federal agencies, State and local governments, industry, and public interest organizations concerned with various resources/programs under the management of the Division.

For GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated. Specialized experience at this level includes: experience analyzing issues related to tourism and community service programs; assisting in the development of nature-based tourism and outdoor recreation opportunities; developing internal and external working relationships and cooperative agreements; assisting with the evaluation of program operations and policies; conducting workshops, seminars, and training programs; and assisting with the development of written reports, policy and procedural guidance for programs.
For GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated. Specialized experience at this level includes: experience analyzing technical issues related to tourism and community service programs; developing nature-based tourism and outdoor recreation opportunities; developing internal and external working relationships and cooperative agreements; developing and evaluating program operations and policies; conducting workshops, seminars, and training programs; and developing written reports, policy and procedural guidance for programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
