This position is located in the Department of Homeland Security, United States Coast Guard, Director of Operational Logistics (DOL), DOL-931 Commercial Support Services in Norfolk, VA.

Serves as Contract Specialist responsible for all aspects of contracting transactions from initiation to recommendation of award to procurement of items or services.Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

- Federal Acquisition Certification in Contracting (FAC-C) within 36-months.
Qualifications
Basic Requirements:
A. A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore, courses completed at the DAU are not creditable towards meeting the 24-semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education and appears on a college or university transcript.
AND
In addition to meeting the basic requirements above applicants must have at least one year of specialized experience equivalent to the GS-11 grade level. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples include: Providing guidance to technical personnel involved in the development of the statement of work; Formulating the contracting approach to be taken that will best satisfy the requirement; Insuring that bid schedule is properly structured; preparing the solicitation, determining sources to be solicited, and conducting pre bid conferences; evaluating proposals in conjunction with price/cost analysis; determining the competitive range in negotiations with one or more offerors; preparing award documents; Responding to inquiries, including formal protests and congressional inquiries; Monitoring contractor performance in relation to the completion schedule required by the contract, insuring timely submission of technical progress reports, making periodic visits to the contractor's facility or work site, detecting and correcting labor standards violations, taking appropriate action to expedite delivery or performance when required.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through GS-12. However, employees must meet specialized experience requirements when seeking another position.
Selectee must meet position requirements for Federal Acquisition Certification in Contracting (FAC-C) Professional certification within 36 months as of entrance on duty.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
