About the Position: Serves as Chief, Execution Branch at the Norfolk District Contracting Office, responsible for pre-award and post award function for procurements across a broad spectrum of Construction, Architect-Engineer, Service and Supply contracts of significant importance to the agency and its customers.
Duties
Serves as a Chief of Execution Branch for USACE Norfolk District.
Reviews contracts and other procurement regulations and policies, assuring inclusion of pertinent clauses and conditions, and acting as an official agent of the government, makes final determinations and signs obligating contractual documents.
Develop long-range organizational plans and goals for the division alongside with the Chief and the Deputy.
Responsible for overall mission for successful contract execution of Norfolk District.
Serves as a contracting officer with unlimited monetary authority to contract for supplies, services, utilities, and agreements on behalf of the United States.
Reviews contracts and other procurement regulations and policies, assuring inclusion of pertinent clauses and conditions, and acting as an official agent of the government, makes final determinations and signs obligating contractual documents.
Plan for the acquisition of all necessary resources to support the Contracting Division and prepares input for budgets.
Performs personnel and position management functions such as evaluating performance, interviewing candidates, and making selections for vacancies, determining training needs, and biennial position reviews.
Supervise, manage, and provide guidance, advice, and assistance to subordinates within branch.
Provides advice and makes recommendations on all aspects of pre-award and post-reward functions or elements for all military and civil procurement actions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- SECRET CLEARANCE - This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- FINANCIAL DISCLOSURE - This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- PROBATIONARY PERIOD - Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- SUPERVISORY PROBATION - This position is supervisory as defined by the OPM General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Selectee is required to obtain and maintain an unlimited Contracting Officer's Warrant within 6 months.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty.

Basic Requirement for Supervisory Contracting Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes participation in operational planning with key operating officials to advise on contracting implications of proposed management decisions; providing technical advice or assistance with long-range and/or day-to-day planning; responsibility for reviewing work of junior contract specialist; reviewing full cycle of contracting documents for compliance with procurement regulations and/or directives; AND working with a high degree of independence providing guidance to project delivery teams involved in major acquisitions such as: construction, architect-engineering, environmental services, or general supplies and services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
