You will serve as a PROCUREMENT ANALYSIS in the Office of the Executive Director and Chief of Staff, Contracts and Acquisition Management Division of COMMANDER US FLEET FORCES COMMAND.
Duties
You will coordinate contract requirements/actions, perform contract, analysis, procurement document development, contracting process/progress oversight and provide detailed advice/guidance to personnel unfamiliar with Government contracting.
You will advise technical representatives/supported activities/directorates on anticipated procurement requirements.
You will be responsible for market research functions such as facilitating sources sought notices/Request for Information (RFI) through appropriate contracting activities.
You will be responsible for performing contract portfolio management and oversight functions including providing guidance on contract issues, contract performance oversight support, advice/guidance on payment issues and contract closeout support.
You will prepare or coordinate statistical and other reports on various aspects of the contract(s) and develops long-range or interrelated procurement programs.
You will assist in development of command Service Requirements Review Board instruction, contracts management staff instruction, COR instruction, implementation and oversight of acquisition policy, guidance, and regulation applicable to command.
You will develop, implement and provide training to command staff on various contracting and acquisition related topics.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
- Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
Qualifications

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Utilizing Government contracting laws and Federal, and DOD acquisition regulations, policy, and guidance along with an in-depth understanding of the acquisition process is required.
Using various Business systems and applications sufficient to develop, train and implement contracting policies.
Communicating orally and in writing to present recommendations to executive level personnel.
Planning, developing and executing contracts to plan and carry out long-term pre-award and/or post-award procurement actions.
Developing, implementing and providing training to staff regarding procurement document development and current procurement techniques/methods.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
