The primary purpose of this position is to serve as the Lead Information Technology (IT) Specialist delivering unique, assured system of systems for secure storage and sustainment of nuclear weapons. As a key member of this incredible team, you will directly collaborate with a wide range of stakeholders across the DoD, DOE, and industry to ensure program success. More specifically, you will plan, organize, and/or direct cyber, IT, and information/knowledge management (IM) activities which comply with legal, regulatory, and AF/DoD-directed requirements and meet mission and customer needs. You will be supporting the activities of DoD funded acquisition efforts for the division in order to provide the world's most leading-edge technologies available to the warfighter and ensure the surety of America's nuclear arsenal abroad. Responsibilities include some international travel and collaboration with international partners.
Candidates should have demonstrated experience in working effectively with multiple levels within DoD from installation to Major Command (MAJCOM), as well as the ability to communicate effectively and willingness to make presentations in small group, technical interchange sessions.
At least three years of experience directly related to at least one of the desired specialty areas described below is ideal.
Formal education is preferred, but is not required. A bachelor's or higher degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or a similar major field of study that includes the development or adaptation of applications, systems or networks is desired, but not required.

Duties:
This position meets the requirements outlined in the OPM General Schedule Leader Grade Evaluation Guide dated June 1998.
Plan, organize, and/or direct cyber, IT, or information/knowledge management (IM) activities which comply with legal, regulatory, and AF/DoD-directed requirements and meet mission and customer needs.
Coordinate with program and project managers of other organizations and agencies in developing, operating, and modifying policies to ensure local application meets mission/project requirements.
Lead and/or participate in discussions, meetings, conferences, committees, or special IT projects.
Network Engineering Lead who assist in the installation and maintenance of network communication.

- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain a Top Secret security clearance.

- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and
participation in random drug testing.

- Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements within required timeframe after appointment.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Overtime and/or emergency overtime may be required.
- A computer related technical degree or comparable education and experience are desired.
- Candidates should have experience in executing analytical studies of complex systems with strong ability to gather, assemble, analyze and interpret data and results to provide support to decision makers.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of the principles, methods, and techniques of IT assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing IT projects and resources, monitoring and inspecting costs, work, and contractor performance. Ability to lead and manage information systems planning, development, implementation, operation, and maintenance.
2. Knowledge of the principles, methods, and tools for the coordinated management of IT programs to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities such as life cycle management and program governance.
3. Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or alternative technologies or approaches. Ability to research and analyze external products to determine their potential for meeting mission requirements and business needs.
4. Knowledge of concepts, practices, and techniques used to identify, engage, influence and monitor relationships with individuals and groups connected to IT work/development efforts. Includes those who are actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome. Ability to work effectively with customers to assess their requirements then provide information, expertise, and assistance to satisfy those needs.
5. Knowledge of organizational mission and function and how to work effectively within its social, political, and technological systems to achieve measurable high-quality, timely, and cost-effective results. Ability to determine objectives, make sound, well-informed, and objective decisions, set priorities, cause change, and accomplish organizational goals.
