This position is part of the Organization of the Joint Chiefs of Staff. The incumbent oversees directorate intellectual capital management and approaches for achieving shared understanding to support efficient decision making; and overseeing methods and tools to capture, store, and deliver the organization's data and information.

Duties

As a KNOWLEDGE MANAGEMENT SPECIALIST at the GS-0301-13 some of your typical work assignments may include: Understands and recommends changes to KM guidance, policies, and business process improvements, and provides recommendations for updates to KM systems, including applicable Information Management, Content Management, and Records Management systems. Recommends updates must ensure that all official documents are in full compliance with Federal statutory, DOD and JS records management requirements especially the storage of official documents while keeping them searchable, discoverable, and accessible. Plans, develops, and implements approved KM policies and procedures throughout the J-7 providing the framework for capturing, harnessing, sharing, and exploiting intellectual capital, thus improving upon individual and organizational performance. Identifies Government and commercial KM best practices; establishes methodologies to incorporate best practices within the Directorate; develops strategies to stimulate tacit and explicit knowledge exchange and implements processes for identifying and incorporating formal lessons learned and informal tips, insights, and experiences.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Applies Knowledge Management (KM) concepts, processes, tools, foundation technologies, methodologies, and visual communication techniques, Internet/Intranet publishing enterprise, and best KM practices to enable recommendations for continual process improvement; Utilizes current visual communication and telecommunications technologies in the dissemination of knowledge products to improve program efficiency and effectiveness; Applies project management practices, tools, and methodologies and the skills and ability to provide advisory services and support to the organization; Applies the advances in KM and related systems for storage, control, and distribution, as well as expert knowledge of the training, readiness, and mobilization mission, terminology, instructional processes, and organizational relationships Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
