This position participates in the development, maintenance, and operation of the Debt Management Module (DMM) within the department's Financial Management Information Systems. The DMM serves as the system which: (1) Accounts for the receipt and disbursement of payments made by debtors; (2) Provides all internal and external financial reporting; and (3) Provides payment status information to the litigating divisions and to the U.S. Attorneys Offices.

The duties and responsibilities for a Accountant (Systems) generally include, but are not limited to, the following:
Providing direction and guidance pertaining to disbursement activities for DCMS.
Serving as a certifying official, authorizing the disbursement of government funds in accordance with policy, precedent, and legal regulations.
Assisting in the development and presentation of training sessions for departmental personnel to explain the receipt and disbursement procedures.
Serving as an expert in the maintenance of the general ledger by performing verification/reconciliation of accounting data.
Participating in the design and development of the accounting systems and module concepts.
Performing other duties as assigned commensurate within the scope of the position.
Requirements
- You must be a United States Citizen or National.
- You will be required to complete a pre-employment security investigation and background check which includes a drug screening.

Qualifications
To qualify for the position of Accountant (Systems) at (GS-0510-11/12), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.
If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information).
Basic Requirement:
A. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. Combination of Education and Experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality, this can include up to 6 hours of business law;OR(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;OR(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.
For the GS-11
Specialized Experience: For the GS-11, you must have one year of specialized experience at the GS-09 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as: Assisting in the analysis of accounting systems to ensure compliance with applicable regulatory guidelines; Executing financial disbursement activities for an organization; AND Conducting accounting data validation and reconciliation.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time-in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
For the GS-12
Specialized Experience: For the GS-12, you must have one year of specialized experience at the GS-11 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as: Providing training or guidance to stakeholders on the usage of accounting systems; Conducting analysis of accounting systems to ensure compliance with applicable regulatory guidelines; AND Executing financial disbursement activities for an organization
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time-in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
