Duties
This Supervisory Program Analyst position is located in Enterprise Support, Human Capital, Policy & Career Programs, Employee Engagement, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Creating and developing program requirements that support policies, goals, or objectives impacting existing program(s). Establishes new policies/procedures to address organizational needs, and/or makes exceptions to existing policies/procedures that may impact internal and external customers. Maintains situational awareness of emerging risk-based efforts and activities within area of assignment to maximize development and effectiveness of new TSA initiatives.
Evaluating the effectiveness of complex program operations in meeting goals and objectives while recommending strategies to improve implementation and evaluation of programs.
Directs the work of subordinate employees including planning, assigning, reviewing, and evaluating work and performance, setting priorities, coaching and employee development, approving leave and recommending and/or approving disciplinary actions.
Communicates management viewpoints on routine dealings with program managers and offices throughout TSA. Maintains effective communication with stakeholders in collaboration with Department of Homeland Security and other TSA offices to ensure dissemination of clear, coordinated and consistent messages to gain visibility and support for multi-modal initiatives and programs.
Advising leadership on program initiatives and provides comprehensive services on organizational functions and work practices needed to identify and recommend appropriate solutions in unusual situations or with complex organizational issues.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Planning and executing communications, outreach and/or engagement strategies for the dissemination of information to internal or external audiences.
Drafting and coordinating a variety of communication products (i.e., correspondence, briefings, reports, talking points etc.). For example, must have experience in preparing and coordinating correspondence, reports and responses to requests from organizational leadership or stakeholders.
Applying analytical and evaluative methods to assess TSA programs and improve/enhance organizational effectiveness and efficiency.
Collaborating with TSA and DHS personnel in order to support special TSA initiatives (i.e., communication/engagement) and streamline processes.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
