This vacancy is for an International Economist (Pathways Recent Graduate) in the International Trade Administration within the Department of Commerce.
Duties
As an International Economist (Pathways Recent Graduate), you will perform the following duties:
Assist with projects that are designed to provide further experience and familiarity with the work of the organization, i.e., inputting or compiling data, organizing information and/or data, drawing inferences from data, and working with more senior-level staff to complete larger projects.
Prepare preliminary interpretive reports; and use computer software applications, i.e., Excel and Microsoft office, to accomplish and present economic research and related findings.
Conduct literature searches, analyze specified problems, and update databases using econometric models, designs tables and charts to illustrate analyses.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position has an Individual Occupational Requirement (IOR) that makes education a basic requirement for the position. The position also has a minimum qualification requirement that requires specialized experience for each grade level advertised, OR a substitution of education for experience, OR a combination of education and experience. Both requirements must be met, and are described below:
Basic Education Requirement:
A. Degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

B. Combination of education and experience that includes courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Transcripts must be provided. Applications with missing transcripts will not be considered.

Minimum Qualification Requirements for each grade level (in addition to the basic education requirement described above):
To qualify at the GS-7 level you must possess one full year (52 weeks) of specialized experience equivalent to the GS-05 in the Federal service. Specialized experience is defined as:
Collecting and compiling economic research data to prepare preliminary reports.
Experience utilizing computer applications to assist with economic research.
At the GS-7 level education may be substituted for the specialized experience, as follows:
A. One year of graduate-level education in economics or a related field of study (in addition to the basic education requirement described above).
-OR-
B. Superior Academic Achievement as demonstrated by a bachelor's degree in a related field (such as economics) from an accredited college or university with one of that included one of the following.
Grade point average (GPA) of 2.95 or higher based on a 4.0 scale for all completed undergraduate courses, or those completed in the last 2 full years of undergraduate study;
GPA of 3.5 or higher based on a 4.0 scale for required courses completed in a major field of study, or those courses completed in a major field of study during the last two years of undergraduate study;
Class standing of upper third of the graduating class in the college, university, or major subdivision of the college; membership in a national Scholastic Honor Society certified by the Association of College honor Societies, excluding freshman honor societies.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of graduate level education (in economics or a related field) and specialized experience may be deemed qualifying.

To qualify at the GS-9 level you must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as:
Utilizing economic theory to perform studies and/or analysis including preparing preliminary reports.
Collecting and compiling economic research data from primary and secondary sources.
Utilizing computer applications to perform economic research.
At the GS-9 level education may be substituted for the specialized experience, as follows:
A. Two years of progressively higher graduate level education leading to a Master's degree, a Master's Degree or equivalent graduate degree in economics or a related field of study (in addition to the basic education requirement described above).

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of graduate level education (in economics or a related field) and specialized experience may be deemed qualifying.
