Duties
Creates, programs, inputs data, and maintains a complex database system which tracks a variety of office functions such as case assignments, status of cases, win/loss records, charges, proposals, decisions, etc. Applies various analytical and evaluative techniques to study this data, reports on the trends the data reveals, and suggests possible program area changes or strategies to more effectively manage the disciplinary and adverse action program in the Bureau of Prisons. Involved in preparing for and conducting on-going policy and contract negotiations with the union at the national level. Performs research on union and management proposals, makes recommendations about the negotiability of such proposals, assists in the drafting of proposals for management, as well as coordinates the logistics of these sessions. Responsible for ensuring that all policy issuances proposed by the agency are sent to the union in accordance with the procedures outlined in the Master Agreement and following up to ensure that said policies are issued in a timely manner. Responsible for ensuring continuity between LMR Specialists (specialists may be in travel status up to 50% of the time) and hearing examiners, appellants/grievants and their representatives and field personnel.

Qualifications
To be considered for the position, you must meet the following qualification requirements. Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Creates, programs, inputs, and maintains data in a database to track case and unfair labor practice charge assignments, statuses, etc.
Participates in the preparation and issuance of written documents, presentations, meeting minutes, and other materials for national Union negotiations and meetings.
Assists with the preparation of briefings and presentations for high-level Government and non-Government officials.
Provides training and instruction to subordinate staff, supervising and planning work to be accomplished, including ensuring timely processing of invoice, travel authorizations and travel vouchers, analyze and reconcile open obligations, and maintain Labor Relations Office records.
Plans, develops, researches, and conducts internal reviews of Labor Relations Office operations to ensure timely processing of grievances, unfair labor practice charges, etc.
