You will serve as the Deputy Department Head for the Programs & Platforms Department (Code 20), or Machinery Research, Logistics & Ship Integrity Department (Code 30), or the Propulsion, Power & Auxiliary Machinery Systems Department (Code 40), or the Cybersecure HM&E Control Systems & Networks Department (50) of Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV).

Duties

You will lead and contribute to corporate initiatives in the areas of governance of Critical Programs, Competency development; business office; cyber posture and forging strong partnerships with all NSWCPD Departments. You will share with the Department Head responsibilities for centralized management oversight, direction, and execution of the corporate initiatives and operational functions for the Department. You will provide executive leadership in policy formulation and interpretation, program planning and direction, resource management, as well as ensuring full integration of acquisition and operations functions and program evaluation. You will be responsible for managing, directing, supervising, and coordinating the activities of engineering, scientific, other professional, technical, and administrative personnel performing work up to and including the GS-15 level. You will formulate strategic program plans for the assessment of policy and program feasibility and includes realistic short- and long-term goals and objectives to meet a strategic plan. You will review and evaluate technical content of programs to ensure objectives are met in the most efficient and cost-effective manner. You will establish effective communications and positive work environment. You will promote labor/management relationships and address employee relations matters, administrative labor management and EEO issues referred for review and/or decision.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialize experience at or equivalent to the ND-04 (GS-12 and GS-13 equivalency) level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist providing supervision and technical oversight of scientific and/or engineering programs within an organization. Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

0801 - A. Professional Engineering Series - Degree: Have completed a full 4-year course of study in an accredited college or university leading to a professional engineering degree. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science of physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics.

0801 - B. Professional Engineering Series - Substitution of Education/Experience: A combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-In-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in 1. A above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. 1301 - Physical Science Series: A degree in physical science, engineering, or mathematics that includes 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; or, A combination of education and experience in one of the above majors that includes at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
OR
1501 - Math & Statistics Series: A degree in mathematics, statistics, or actuarial science; or, A combination of education and experience demonstrated by coursework that is equivalent to a major in mathematics, statistics, or actuarial science (at least 24 semester hours), plus appropriate experience or additional education.
