This position serves as a Communications and Outreach Specialist in the Office of Equity and Civil Rights (OECR) within the Office of the Director (OD) at NSF. OECR provides direct support and assistance to accomplish NSF's strategic goal of performing as a model agency that provides equal employment opportunity (EEO) to all employees and applicants in all personnel/employment programs and management practices and decisions.

Duties

As a Communications and Outreach Specialist, you will perform the following duties: Serves as a confidential advisor and resource person to the Office Head and Deputy Office Head in support of their policy, planning, strategy, and communication activities. Researches and establishes the Office's outreach strategy in support of NSF's mission, policies, goals and impacts as a technical expert. Conducts special studies and program evaluations; collects and analyzes information, selecting appropriate methods; and prepares a report of finding and makes recommendations to the Office Head and Deputy Office Head that may serve as a basis for policy and/or operational decisions affecting OECR and/or NSF activities. Reviews and edits policy documents, reports, and analyses to ensure consistency with agency guidelines and OECR policy. Writes, reviews, and edits Equal Employment Opportunity (EEO) documents, such as Final Agency Decisions (FADs), settlements, and other related documents. Develops, implements, and maintains a substantive OECR communications plan to keep NSF staff informed and engaged about OECR initiatives, policies, and processes. Serves as the primary communication liaison for OECR with OLPA on all the communication tools that the Office utilizes, including social media and web platforms, ensuring information is releasable within federal government and NSF guidelines and policy by isolating and defining unknown conditions and resolving critical problems requiring substantial depth of analysis. Anticipates the need for information, assesses the adequacy of existing information, identifies problem areas, and plans accordingly so that useful information for future communication activities can be harnessed and institutionalized. Organizes, analyzes, and presents (in written, visual, or oral formats) information, analyses, speeches, briefing materials, reports, and formal replies to official correspondence. Writes/edits content for public audiences including Frequently Asked Questions (FAQs), brochures, fact sheets, talking points, reports, and other material. Serves as Contracting Officer's Representative (COR) for program support contracts.

Qualifications

To qualify at the GS-13 level, you must have one year of specialized experience equivalent to the GS- 12 Level developing communication and outreach strategies for an organization. Examples of experience include: developing communications strategies in written, verbal, and digital formats; technical writing and editing; maintaining relationships with internal and external stakeholders; planning and participating in outreach activities; utilizing social media to share organizational information; and managing outreach and communications projects. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
