You will serve as a Supervisory Contracts Officer in the Policy, Plans and Requirements Directorate PPR) of the White House Military Office (WHMO) of Naval Facilities Engineering Systems Command (NAVFAC) Washington.

Duties

You will serve as the supervisor and direct and oversee all management, administrative, and personnel matters for civilian GS13/14s, and military officers at the O-5/6 level. You will provide supervisory planning, liaison, and coordination with customers and other agencies. You will provide oversight, guidance, training, planning, and coordination to subordinate staff on program and project management and contingency operations. You will develop innovative techniques and recommend the most appropriate acquisition vehicle and ensure appropriate risk is balanced against mission requirements and available resources. You will promulgate authoritative acquisition regulations and develop local implementing policy, directives, and guidance.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain a Top Secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require occasional travel from normal duty station which may include other installations or remote sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Leading others within an Acquisition division in providing the full range of contract and contract administration services for research and development, non-FAR acquisitions, design, construction, utilities, alteration, maintenance, facility support services, energy, information technology and environmental engineering for shore facilities; 2) Ensuring an innovative and agile contract program has the proper staffing, budgeting, and program management needed to provide quality Acquisition products and services; 3) Advising others on contracting principles and contract law, including current techniques and methodology regarding both FAR and non-FAR procurements, pricing arrangements, business practices, industry principles, cost accounting practices, and techniques of economic, statistical and life cycle costing to plan, develop, implement, maintain, and administer the contractual aspects; and 4) Working with high level business, industry, technical, military and other government officials from a diverse background on unique and complex issues surrounding contract and acquisition matters. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
