The primary purpose of this position is to plan, develop, direct, and administer a comprehensive human capital management program for civilian human capital assets associated with the nuclear expertise and serve as principal advisor within the division to the Deputy Chief of Staff.
Duties
Lead Analyst and Subject Matter Expert for Nuclear Enterprise cross-functional civilian development and talent management; responsible for analyzing nuclear cross-functional civilian human capital development and sustainment through application of human capital life cycle management policies and guidance.
Develops and recommends policy to ensure that the organizational civilian human capital strategies are properly planned, programmed, executed, and independently evaluated for a clear Air Force nuclear focus, strong advocacy, and sustained stewardship for nuclear weapons and nuclear systems in support of the national strategy.
Represents the Deputy Chief of Staff, Strategic Deterrence and Nuclear Integration with a variety of headquarter and functional area organizations.
Conducts and/or leads studies and/or initiatives to improve program(s) and/or influence policy changes for assigned functional areas that typically involve long-range, highly complex, and often sensitive topics.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: developing human capital strategies to meet emerging requirements; recommending policy to ensure that the organizational civilian human capital strategies are properly executed; evaluating reports by analyzing facts, executing appropriate research, and preparing detailed responses; and, preparing instructions, manuals, and other materials designed to improve effectiveness of operations and programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the full range of federal human resource management policies, principles, concepts, statutes, executive orders, regulations and other directives governing recruitment, placement, classification, workforce shaping, compensation, and workforce development. Knowledge of the policies, practices, regulations and laws concerning civilian career field management and administration relative to professional management including accessions, utilization, developments, sustainment short and long-term strategic planning, data support and resource management.
Knowledge of the mission, roles, functions, organizational structures and operation of the Department of Defense and organizations that govern, interface with and/or influence utilization of civilian human capital in AF nuclear deterrence and operations and career field development issues.
Mastery knowledge in the application of a wide range of qualitative and quantitative analytical and evaluative methods and techniques for the assessment and improvement of program effectiveness or the improvement of complex management processes, and systems. Skill in applying effective analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations.
Skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.
Ability to prepare special studies and staff reports including the ability to meet emergent and/or changing program requirements within available resources. Ability to provide leadership, advice, and counsel in the development and implementation of a federal, human resource program integrating nuclear expertise.
Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
