Duties

You will serve as a Telecommunications Specialist in Fleet Forces Base Communications Office (BCO), Hampton Roads BCO Division, External Support Department at Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMSLANT). You will support the technical needs and advising of BCO customers. You will assist customers with determining and defining their communications requirements and needs. You will extract data from requirements documentation and develop cost and price analysis, business care analyses (BCAs) or implementation estimates for customers serviced by the BCO. You will prepare acquisition documents, such as Statement of Work (SOWs), government estimates, proprietary statements and sole source justifications for procurement packages. You will monitor vulnerability management systems and web sites for current vulnerabilities and mitigations. You will review all vendor’s invoices, services and charges relative to customer billing. You will manage all customer account balances and notify customers of shortfalls or recoupable funds, as applicable.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience identifying voice communication work processes and traffic flow analysis techniques to assist customers with expansion, installation, consolidation, and equipment. -Experience detecting the characteristics of hardware and software used in voice communications and its safety requirements. -Experience preparing acquisition and procurement documentation and preparing submittal requirements. -Experience reading and generating computer-aided designs, specifications, and plans. This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0391-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Successfully completed a Ph.D. or equivalent doctoral degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR

Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR

Successfully completed an LL.M. degree that is related to the position being filled.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.

Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
