This position is located at Bureau of the Fiscal Services in the Personnel Actions and Processing Branch. As a Human Resources Assistant (Information Systems) (OA), you will support the HROD mission by processing and documenting HR actions for a wide variety of agencies/bureaus and employee categories.
Duties
The following are the duties of this position at the GS-08. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
Receive paper or electronic SF 52s, Request for Personnel Action, and supporting documentation for competitive and non-competitive actions, accessions, separations, etc.
Independently resolve questions, correct information, research issues from a wide variety of resource materials and provide guidance to management on regulations, bargaining unit restrictions, and policy relating to the action (e.g., legal authority, time limits, etc.).
Independently request information from other agencies, and research proper nature of action, legal authority, Veterans preference, retirement code, position information, etc.
Set pay in accordance with Code of Federal Regulations (CFR), Office of Personnel Management (OPM) guidance for General Schedule (GS) and Wage Grade, agency specific pay plans, special salary rates, locality rates, and various other pay plans.
Assist functional users on HR systems.
Qualifications
You must meet the following requirements by the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.
You must be able to type at a speed of at least 40 words per minute.
Specialized Experience: For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 grade level in the Federal service. Specialized Experience for this position is defined as performing a wide variety of assignments using a computerized system, including research and analysis of problems or issues, and determine appropriate action to resolve.
Examples of such experience could include:-Research, analyze, and resolve differences between various personnel databases; OR-Requesting employment history information from previous employers and/or the National Personnel Records Center: OR-Validating and entering information from payroll documents into an automated Human Resources System; OR-Respond to employee questions related to personnel actions, researching and resolving issues.
Specialized Experience: For the GS-6, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience is defined as providing a range of clerical or administrative support duties that include using a computerized system to edit and retrieve information.
Examples of such experience could include:-Applying a standardized body of rules and procedures sufficient to perform a wide range of administrative support duties; OR-Providing assistance to customers regarding procedures involved in a variety of multi-step processes; OR-Utilizing computer systems and tools to prepare and update documents and reports; OR-Reviewing files or documents for completeness and compliance with established guidelines.
Specialized Experience: For the GS-05: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. The experience may have been gained in either the public or private sector. Specialized experience for this position includes performing in a technical, clerical, or administrative support role for a business or organization.
Examples of such experience could include:- utilizing computer systems and tools to prepare and update documents and reports, OR- greeting clients and responding to inquiries in person, via email, or on the telephone, OR- reviewing files or documents for completeness and compliance with established guidelines.

You may substitute education for experience as follows: -Four (4) years of education above the high school level.
OR
You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only education in excess of the first 60 semester hours (90 quarter hours) may be combined to be considered for qualifying education.
