Tactical Operation Division/Office of Security Programs The selectee of this position serves as a Personnel Security Specialist. You will be responsible for performing a wide range of technical input and oversight tasks of a Personnel Security Team of civilians and contractors tasked with initiating and tracking the pre-employment background investigations for USMS applicants.

Duties

As a Personnel Security Specialist at the GS-0080-13 level, some of your typical work assignments may include: Overseeing all cases assigned to the Intake Office and initiating and tracking pre-employment background investigations. Overseeing the review of personnel security records to ensure compliance with Homeland Security Presidential Directive 12. Serving as an expert personnel security advisor and consultant to top level USMS security and managers on new developments and advances in security techniques and management of personnel security issues. Serving as the liaison with the Adjudications Team to coordinate pre-employment screenings and waivers. Developing personnel security program goals and new program initiatives by planning, organizing, and directing studies to develop long range (e.g., 5-10 years) studies and forecasts for Intake Office's services. Utilizing state-of-the art computer security software to accomplish a variety of security-related activities on automated information systems. Qualifications

GS-13 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-0080-13 level, if you fulfill the following qualifications: Specialized Experience: One year of specialized experience which includes: 1) Initiating and tracking background investigations of applicants and determining suitability and security clearance eligibility for entry into organization positions; 2) Conducting research of a wide variety of records to include personnel, employment, police, court, etc. to determine background suitability of candidates; 3) Providing advice and guidance on a variety of software applications and Information System Security concepts, principles, and practices; 4) Drafting and/or modifying personnel security regulations, policies, procedures and methods; and 5) Utilizing federal personnel security systems and applications such as Central Verification System (CVS)/Personnel Investigations Processing System (PIPS), Electronic Questionnaires for Investigations Processing (e-QIP), National Crime Information Center (NCIC), Joint Personnel Adjudication System (JPAS), etc. IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC.
