This position is located at Bureau of the Fiscal Service; Executive Director, Administrative Resource Center (ARC); Division and Branch as assigned. As a Financial Systems Analyst, you will provide financial and technical analysis and conduct special projects that relate to Fiscal Service financial systems.
Duties
The following are the duties of this position at the GS-09. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Research questions, cross-check, and interpret data from various sources to obtain accurate information and provide advice on procedures.
Assist in conducting detailed analyses of functions and work processes in assigned program area.
Responsible for reviewing all access and system change transactions for correctness and authorization. Also responsible for compiling and disseminating statistical data to management.
Participate in determining user requirements and configuring the system to meet these needs. These activities include establishing user access, business rules, data tables, and accounting information in the system. May also work on converting data to the system.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes ALL of the following:
Applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems that pertain to financial accounting systems; AND
Experience with financial system(s) and associated regulations and policies; AND
Experience conveying technical information to customers and staff; AND
Experience managing multiple priorities.
OR You may substitute education for general or specialized experience as follows: completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR You may qualify by a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Note that only graduate education in excess of the amount required for the next lower grade level can be combined with the appropriate level of experience to qualify applicants for positions at the GS-9 grade level.
Specialized Experience For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes ALL of the following:
Applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems that pertain to financial accounting systems; AND
Experience with various accounting regulations and policies;
OR You may substitute education for specialized experience: successfully completed at least 1 full year of graduate level education (18 semester hours, 27 quarter hours or equivalent) in an accredited college or university. OR have a bachelors degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. A copy of transcript or list of college courses designating semester or quarter hours earned is required.
