Duties
You will plan and conduct studies to increase the effectiveness of Fleet operations through improvement of computerized meteorological/oceanographic products available through Navy dissemination Portals, websites and operational systems.
You will perform as an expert software technical lead to integrate, manage and sustain software capabilities.
You will identify approaches for software solutions and present recommendations which include research and analysis to determine solutions to unique or unusual problems.
You will create software system designs for complex software solutions and establish critical non-functional requirements, such as system performance requirements, in order to maintain high operational reliability and survivability.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 632 level MASTER within 12 months of appointment.
- Participate in a continuous learning program as described in SECNAVINST 5239.20A and SECNAV M-5239.2. The incumbent must earn a minimum of 20-hours of CYBER IT/CSW related credits annually.
Qualifications
GS-13: In addition to the Basic Requirement for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying advanced IT theories, principles, concepts, standards, and methods sufficient to accomplish assignments that develop complex application and system software; establishing critical performance requirements for associated operational systems needed to maintain high operational availability, survivability, and maintainability; and implementing operational systems using state-of-the-art or emerging technology best suited to optimize a particular system to meet NAVMETOCCOM enterprise needs or addressing issues that have previously resisted resolution.
Experience applying, business processes, design concepts, and methods sufficient to lead/conduct studies designed to identify potential improvements in the way IT systems and support is applied to key operational METOC IT systems and correct variances in achieving cost, schedule, and performance goals.
Experience understanding of the NAVMETOCCOM enterprise IT architecture, system operational interdependencies, and IT cybersecurity concepts, standards, and methods sufficient to monitor and evaluate system compliance with IT security requirements and implement strategies and planning for continuity of operations of operational METOC IT systems and networks.
Experience applying project management principles and methods sufficient to manage the full lifecycle of project activities from initial planning and resource estimation, milestone definition and progress tracking, to final evaluation of deliverables.
GS-12: In addition to the Basic Requirement for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience understanding highly technical and complex problems related to the software design and integration with operational IT systems across the METOC enterprise.
Experience applying thought and extensive research and assessment of considerable amounts of information in order to determine the best approach to meet evolving system requirements which are largely undefined, often conflicting, and driven by rapid technology advancements.
Experience determining the best methods for accomplishing specific facets of unprecedented issues and most conflicts that arise while elevating to the supervisor for consultation and aid in resolution.

Education
Applicants must meet the following Basic Education Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual. Applicants must possess:
A Bachelor's degree in computer science.
OR
Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
Evaluation of Education:
Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.
