You will serve as a COMPUTER SCIENTIST in the Software Engineering Branch, Systems Integration Services Division, Information Technology Services Department of NAVOCEANO BAY ST LOUIS.
Duties
You will serve as a Project Manager and technical lead for the DevSecOps project.
You will lead software developers in providing solutions to system design problems, in particular the areas of NAVOCEANO software development support and integration.
You will provide leadership and support to middle/upper level management, scientists, and technicians by keeping abreast of developments and improvements in software process, techniques and procedures.
You will develop techniques and procedures/criteria to evaluate and test software and hardware upgrades.
You will identify and plan modifications and improvements to existing software programs to meet changing requirements.
You will coordinate contractors to develop Initial work Packages with requirements analysis.
You will coordinate with NAVOCEANO Production Codes to define and prioritize new and emergent requirements to ensure the improvement in operational capabilities.
You will oversee the software/System Engineering process from conception to development including Planning and Managing, Requirements Analysis, Software/System Design, Implementation, Testing, Inspection, training, installation and Life Cycle.
You will participate in technical and management decisions to transition software development projects to the cloud.
You will direct, monitor and perform acceptance of software developed by contractor personnel as the Contracting Officer's Representative (COR)
You will create statements of work (SOW), Performance Work Statement (PWS), Independent Government Estimates (IGE), Sole Source Justifications (SSJ) and Market Research.

Qualifications
For GS-13: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
Experience developing software, ensuring adherence to software engineering standards and guidelines, transitioning software, and performing software maintenance duties.
Experience in cloud software development tools. Knowledge of DevSecOps capabilities.
Experience with ArcGIS Pro (or Enterprise) application development; ArcGIS Server development including creating maps and geoprocessing services.
Experience with Python and/or ArcPy, Perl, C# Web application development, Javascript, Java API, Microsoft .Net application development.
Experience with Visual Studio Professional 2017 or later, Java development, Database programming utilizing Oracle PL/SQL, Database querying using Oracle SQL.
Experience with CI/CD pipeline, knowledge of DevSecOps technologies and knowledge of Overmatch Software Armory (OSA) tools.
Experience with automated testing tools such as Jmeter. Familiarity with cybersecurity best practices. Familiarity with secure code scanning and testing tools such as HPFortify and SonarQube.
Experience with completion of Security Technical Implementation Guides (STIG) such as the Application Security and Development (ASD-STIG).
Experience with agile programming practices. Knowledge of computer networking concepts and protocols, and network security methodologies. Knowledge of software process improvement.

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements generally as stated in paragraph A in the individual occupational requirements.
Where specific course requirements are not indicated in paragraph A, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major.

Appropriate combination of education and experience that is typically specified in paragraph B of the individual occupational requirements. The "paragraph B" method generally requires that an applicant possess a core of educational credit, such as described in paragraph A above, plus additional education and/or experience. The method of determining the number of semester hours required to constitute a major field of study is the same as described in paragraph A.
