This position is located in the Phoenix Area Indian Health Service, OEHE. Incumbent is primarily responsible for administering the Real Property, Quarters Management, Leasing programs, and National Environment Policy Act (NEPA) coordination.Responsible for processing and following up on realty transaction for acquisition, asset management, utilization and disposal of realty, management of Government quarters, NEPA administration, and lease administration. Position located in Phoenix, AZ.
Duties
Position is responsible for maintaining, updating, interpreting, and implementing the internet Quarters Management Information System (iQMIS) which involves close coordination with service units to insure accurate inventories and compliance with rental rates (CPI adjustments).
Monitors the Division of Facilities Funds monthly reports to ensure payroll deduction for quarters has been implemented for tenants occupying government quarters. Works with Human Resources, Finance and Housing Officers to initiate and monitor debt collections.
Works closely with Engineering Services, Area project management, and service units' facilities management to ensure accurate documented capitalization cost for reporting and revision of the asset book value in the real property inventory (Subsidiary ledger to the general ledger).
Review new and existing leases, revocable licenses, use-permits and other space need to ensure program requirements will be met. Maintain an updated reference file on Phoenix Area leases, use-permits, and revocable license. Performs periodic lease compliance inspections of GSA assigned and P.L. 94-437 leases to evaluate compliance with Federal lease laws, regulations, and procedures.
Serves as the Area liaison with other federal, state, and local agencies having regulatory responsibilities for NEPA and related environmental regulations.
Qualifications

MINIMUM QUALIFICATIONS:GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Managing a real property program which includes negotiating for the acquisition of property; managing acquisition through lease of commercial interests, office space, and other real property; transfer of real property to Tribes and Tribal Organizations; development and policy implementation of real property activity; tracking asset value and maintaining an accurate accountability of all government-owned facilities; and managing Federal lease planning and acquisition documentation.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
