Duties

Provides technical advice and assistance on lands and realty issues to the Headquarters Office, state offices, district offices, field offices, Office of the Solicitor, the lands and realty teams. Develops, organizes, coordinates, and/or conducts workshops, meetings, and training, and prepares guidance to increase the technical skills of state, district, and field office lands and realty staff. Participates in the development of Bureau wide guidance (instruction memorandums, manuals, and handbooks) on matters for which the incumbent is a leading authority. Develops, conducts, and/or participates in meetings and workshops for affected interest groups or members of the public to inform, educate, and explain various lands and realty policies, procedures, laws, regulations, and case law. Provides leadership to other employees assigned to the lands and realty team. Provides input in the evaluation of work performance of team members; assists in the development of performance standards and identifies developmental and training needs of employees. Evaluates staffing requirements and skills needed to complete work, and recommends changes in staffing levels, skill requirements, and/or training to complete program goals.

Requirements

  • Appointment will be subject to a favorably adjudicated background/suitability investigation/determination.
  • May require a one-year probationary period.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity. Specialized experience is defined as Experience understanding and applying lands and realty legal authorities including regulations, manuals, legal opinions and decisions; working with lands and realty programs associated with multiple-use resource management in programs such as land acquisitions, exchanges, disposals, withdrawals and/or rights-of-way; working with outside partners and other agencies in land tenure adjustments; assisting and supporting lands and realty data; organizing or contributing to policy and realty related training; and experience working on realty related issues and policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
