About the Position: Perform administrative and technical support duties to assist the Division and Branch Chiefs, and Regulatory staff in accomplishing the overall responsibilities of the division. Makes basic interpretations of regulations, policies, and procedures which protect the wetlands and waters of the United States (US). Provides administrative and technical assistance required to evaluate Army permit applications, compliance, and/or enforcement cases for activities in waters of the US.

Duties

Provide administrative and technical support by utilizing word-processing software, preparing a variety of narrative and tabular material (e.g., correspondence, reports, environmental assessments etc.) involving legal and scientific terminology. Inputs a wide variety of data into the Operations and Maintenance Business Information Link (OMBIL) Regulatory Module (ORM) database to reflect status and decisions on permit applications and issued permits. Prepare correspondence to applicants, including acknowledgment letters, requests for additional information, procedures for submitting applications, status of applications, etc. Perform clerical support and typing duties to assist branch staff. Perform various budget related duties such as purchases, travel, training, funding, etc.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One-year probationary period may be required.
  • Temporary travel (TDY) of up to 5% of the time may be required.
  • This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5-minute sample with three or fewer errors.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience for the GS-06: One year of specialized experience which includes providing clerical and office automation services (i.e., maintaining, distributing, typing, filing, copying documents; verifying data; preparing correspondence) in support of administrative functions such as budget, financial management, procurement, timekeeping, records management, automation, travel, training, and property accountability; AND experience making contacts and providing coordination between office staff and other organizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Executive Assistant/Executive Secretary, Administrative Assistant and Secretarial Science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. Specialized Experience for the GS-07: One year of specialized experience which includes performing a wide range of administrative tasks (i.e., preparing standard operating procedures; furnishing instruction; preparing documentation; resolving inquiries) in support of office functions such as budget, financial management, procurement, timekeeping, records management, automation, travel, training, and property accountability; AND preparing Public Notices for Department of the Army permit applications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Executive Assistant/Executive Secretary, Administrative Assistant and Secretarial Science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Qualification requirement: Qualifications must be met by the closing date of this announcement.
