We are seeking a motivated Budget Analyst to join our Finance and Budget Office! You will be an integral member of a small agency, contributing to all aspects of procurement, travel, financial & budget processes such as developing the President's Budget, executing OSC's annual appropriation & implementing vital contracts. OSC ranked #1 for small agency's Employee Experience in the Federal Employee Viewpoint Survey (FEVS). OSC has a generous telework policy allowing telework up to 3 days a week.

Qualifications

Minimum Qualifications GS-09: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sector) performing the following duties: Analyzing numerical data to contribute to the completion of routine budget and accounting activities, such as monthly expense statements, budget requests, and cost estimates; Utilizing software programs such as Excel to enter, maintain, and present the organization's financial data; Supporting the formulation, presentation, and/or execution of an organization's budget; and Communicating budgeting and financial data to relevant stakeholders, verbally and/or in writing. OR You have successfully completed two (2) full years of progressively higher level graduate education leading to such a degree; or a Master's or equivalent graduate degree; if related, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to perform this work. Note: You must submit a copy of your college transcript (official or unofficial) to support your claim. OR Youhave a combination of specialized experience (less than one year) and graduate education (less than two years) that when combined equals 100% of the qualification requirement. Note: Only graduate education in excess of one year (generally 18 semester hours) may be used in this calculation. You must submit a copy of your college transcripts (official or unofficial). Your resume must explicitly outline your qualifications. We will not make assumptions on your experience. Time in Grade Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-0560 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement. A copy of qualification standards for all series can be found here. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above. Applicants qualifying through education, but who have not yet graduated or received final grades, may apply using their current grades at time of application. If selected, you will be required to verify final grades and/or provide additional documentation. Annual Leave Accrual Credit Selectees for their first Federal position may be eligible to earn a higher annual leave accrual rate based on prior non-Federal or uniformed service work experience. The amount of service credited will be based on specialized experience or qualifying experience that is provided on the applicant resume and documentation submitted.
