This position is located in the Health Resources and Services Administration, HIV/AIDS Bureau, Office of Program Support. Duties

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. As a Program Analyst Grants Liaison Specialist your major duties and responsibilities include: Supporting coordination across the Bureau and serving as a liaison with the Office of Federal Assistance Management (OFAM) to improve the efficiency and effectiveness of HAB staff oversight and administration of RWHAP funded grants and cooperation agreements. Leading training efforts and providing effective technical assistance to staff on grants policies and procedures through orientation seminars, presentations, briefing sessions and prepared written materials. Collaborating with internal and external program stakeholders and providing consistent messaging of grant program requirements. Developing, selecting, adapting, and employing qualitative and quantitative methods, procedures, and systems for assessing the efficiency and effectiveness of programs; program policies, practices, and procedures; and program-level administrative operations, processes, and mechanisms. Preparing reports that provide information to management concerning the status of grant-related activities/issues and in response to inquiries from Federal and non-federal parties. Developing detailed plans, goals and objectives for the long-range implementation and administration of HAB-funded programs administered via grants and cooperative agreements. Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year probationary period may be required.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

Qualifications

In order to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis: 1. Interpreting federal regulatory and grants policy requirements to provide authoritative guidance to internal stakeholders associated with all phases of the full grants life cycle (i.e., Pre-Award, Award and Post Award). AND 2. Writing and editing products that articulate, interpret, and explain federal grants documents (e.g., proposals, grants, cooperative agreements, and other related instruments) for a variety of audiences. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. QUANTITATIVE/QUALITATIVE ANALYSIS - Examines and evaluates data to manage and achieve results. TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
