This vacancy is for a HUMAN RESOURCES SPECIALIST position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other HUMAN RESOURCES SPECIALIST, 0201, 7/9/11/12, FPL GS-13 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

Duties

The duties listed below are at the full performance level. Develop and present employee relations information for meetings, conference, or training seminars (i.e., conduct, performance management, performance-based actions, leave, administrative grievances, telework, and suitability issues). Prepare written correspondence, reports, and/or documentation pertaining to Employee Relations/Human Resources Programs (e.g. Leave (FMLA, PPL, WWFLA, Deficient Performance etc.) Provide technical assistance to managers and employees on Employee Relations. Compose detailed written documents for management effecting disciplinary and adverse actions, along with performance-based actions. Apply laws, regulations and policy guidance regarding documenting conduct/performance issues.

Qualifications

Specialized Experience: For the GS-07, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-05 in the Federal service. Experience for this position includes: Providing technical assistance in 1 or more of the following Human Resources specialist areas (Employee Relations, Leave Administration, Performance Management and/or Employee Development); Maintaining employee adverse action files; Communicating with legal and human resources staff; and Issuing conduct/performance letters to employees. OR 1 full year of graduate level education OR superior academic achievement Specialized Experience: For the GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal service. Experience for this position includes: Providing technical assistance in 1 or more of the following Human Resources specialist areas (Employee Relations, Leave Administration, Performance Management and/or Employee Development); Maintaining employee adverse action files; Communicating with legal and human resources staff; Issuing conduct/performance letters to employees; and Assisting in developing and presenting employee relations information for meetings, conferences, and/or training seminars (i.e., conduct performance management and administrative grievances). OR A master's or equivalent graduate degree. OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related Specialized Experience: For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 in the Federal service. Experience for this position includes: Advising, counseling, and/or mediating with a wide variety of individuals and top management officials on employee relations policies and issues; Serving as technical advisor at MSPB, arbitration, or EEOC hearings; Identifying due process rights under applicable laws, policies, and negotiated language to provide appropriate notice to both the manager and the employee about the employee's rights and possible forum review; and preparing written correspondence, reports, and/or documentation pertaining to Employee Relations/Human Resources Programs (e.g. Leave Issues, Deficient Performance and Conduct Issues). OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related Specialized Experience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. Experience for this position includes: Advising, counseling, and/or mediating with a wide variety of individuals and top management officials on employee relations policies and issues; Assisting in modifying employee relations programs to improve operational efficiency; Serving as technical advisor at MSPB, arbitration, or EEOC hearings; Identifying due process rights under applicable laws, policies, and negotiated language to provide appropriate notice to both the manager and the employee about the employee's rights and possible forum review; and preparing written correspondence, reports, and/or documentation pertaining to Employee Relations/Human Resources Programs (e.g. Leave Issues, Deficient Performance and Conduct Issues). Education cannot be substituted at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
