About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W4JLAA STRATEGIC SYSTEMS SUPPORT ELEMENT.
Duties
Serve as a G8 Capability Development Division Capability Manager and the technical subject matter expert in his or her capability area.
Define and defend capability area program resourcing during all planning, programming, budgeting, and execution (PPBE) system phases / Program Objective Memorandum (POM).
Demonstrate experience communicating ideas, processes, and relationships through verbal, visual or written mediums across various audiences including technical users, non-technical staff, and mid to senior-level management.
Supervisor is informed of significant developments; however, the employee is expected to independently resolve most issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must pass the organization's Personnel Reliability Program which includes credit check, drug screening, polygraph, and psychological evaluation.
- Must be able to obtain and maintain a TS/SCI security clearance based on a SSBI.
- Must sign a statement attesting to the understanding of DCIPS provisions as indicated in AR 690-13.
- Travel may be required up to 30% of the time.
- Must be willing and able to participate in organization operations and training CONUS and OCONUS.
- Periodically, chiefly during periods of crisis, may be required to work overtime or irregular hours.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one (1) year of experience at the GG/GS-13 grade level, or equivalent, which prepared you to do the work in this job. Specialized experience is defined as:
1. Experience in program or project management and/or capability development.
2. Experience with the Department of Defense or Special Operations Forces (SOF) acquisition and/or requirements systems (e.g. JCIDS, SOFCIDS).
3. Experience making recommendations for conducting new developmental efforts to solve capability gaps and/or assessing technical equipment and systems.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-13).
