The primary purpose of this position, VOLUNTARY PROTECTION PROGRAM GS-0301-12, is to serve as the Voluntary Protection Program (VPP) and or Maintenance Resources Management (MRM) Manager formulating, determining and influencing policies.

Duties

Review of the guidance from OSHA, AF, AFMC, OO-ALC, and use this guidance to draft up Group guidance. Analyze issues, identify the best course of action, determine impact on program area and potential problems and recommend preventive corrective actions. Plan, organize and direct learn study work of the organization. Develop and provide MRM training to improve communication effectiveness and safety in all maintenance operations. Ensure completion of required assessments/audits/reviews, complete analysis, and formulate/implement action items to provide continuous improvements.

  • Work will routinely dictate travel across all locations/facilities of the command, including facilities outside of the common fence area.
  • Work will routinely require shift adjustments to provide coordination with off shift personnel.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience includes: a comprehensive knowledge of regulations, standards, procedures, methods, and techniques applicable to a broad range of safety and occupational health duties in one or more specific areas of safety and occupational health. Knowledge of the requirements, methods and techniques of accident and mishap investigation to include fact finding, analysis, risk assessment, resolution involving safety hazards/problems, and preparing and submitting formal reports. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of various safety and health practices and established policies and procedures to evaluate, plan, modify, coordinate, direct, and improve a diverse program and advise key managerial personnel on course of action. Knowledge of the relationship of pertinent laws, regulations, policies and precedents which affect the organizations resources to sufficiently interpret and modify or significant depart from current techniques and apply/incorporate improvements. Knowledge and skill in applying analytical/evaluation methods and techniques to develop and implement control measures and improvements. Knowledge of the major mission requirements, production processes/policies and administrative operations of the organization to facilitate improvements and reduce non-value added redundancies. Skill in developing new or modified work methods, organizational structures, management processes, and/or administrative procedures to incorporate mishap investigation, fact finding analysis, trend analysis, risk assessment, and resolution of safety problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: Work requires regular and reoccurring physical exertion to frequent onsite inspections and surveys requiring considerable standing, walking, climbing, bending, crouching, and stretching, reaching or similar movement. .WORK ENVIRONMENT: Work is performed in a normal office setting where base safety precautions are required. When being in the industrial area, Personal Protective Equipment (PPE) may be required to include hard hat. appropriate safety shoes, earplugs, goggles, and gloves.
