This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.
Duties
- Provides strategic leadership, vision, and management to ensure the long-term success of the Radio Frequency (RF) Technology Division.
- Provides expert knowledge and technical direction through defining work objectives and managing resources for RF Tech Research Focus Areas which include: Advanced communications technology and metrology that supports both fundamental and applied electromagnetic applications, on-chip measurements of transistors that generate wireless signals, characterization of free-field and guided electrical signals, antennas, integrated circuits, and communication systems.
- Leads the dissemination and wide application of research and technical program results to internal and external stakeholders through a combination of significant publications, presentations, and workshops.
- Advises, presents, and persuades various audiences on approaches in RF Technology scientific research.
- Efficiently manages div project and staff resources and develops effective, successful, and productive teams.
- Exemplifies and expects staff adherence to the division's commitment to organizational safety.
- Sets, models, and carries out personal and team expectations for diversity, equity, inclusivity, and accessibility through consistently visible and authentic leadership.
- Performs the full range of supervision over three or more employees in performance appraisal, staff development, and leave administration.
- Serves on the CTL leadership team and works in collaboration with other leaders to reach organizational goals.

Qualifications
Basic Requirements:
A. Degree: physics; or related degree that included at least 24 semester hours in physics.
Or
B. Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience
or additional education.
In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity
and magnetism, heat, light, mechanics, modern physics, and sound.
And
In addition to the above basic requirements, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-14 or ZP-IV at NIST. Specialized experience is defined as: Experience providing strategic leadership, vision, and management to ensure the long-term success for a research program. Experience defining work objectives and managing resources for multiple projects with a Research Focus on Advanced communications technology and metrology, that supports both fundamental and applied electromagnetic applications, on-chip measurements of transistors that generate wireless signals, characterization of free-field and guided electrical signals, antennas, integrated circuits, and communication systems.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
