The incumbent serves as a Program Analyst (Informatics) located at the medical centers, in the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA), Loma Linda, CA. The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the VHA.
Duties
Health informatics personnel should demonstrate the following core informatics functions at the "awareness" proficiency level: application support, business architecture management, enterprise data management, content management, system optimization, change management, requirements management, and partnership management.
Duties include, but may not be limited to the following:
Provides communication channels to clinical and business teams to support deployment, sustainment, and optimization efforts; includes communication among all stakeholders through each level of the organization, to facilitate and support change.
Cultivates a healthy working relationship between the Office of Information and Technology (OIT) and Health Informatics, allowing for routine dialog to enable the sustainment and optimization of our health information technology (IT) solutions and workflows, for the benefit of all staff and Veterans.
Coordinate use of subject matter experts to support decision-making among informatics functions to optimize the healthcare system and the tools that support the business.
Cultivates a healthy collaboration between enterprise and facility level clinical / biomedical engineering staff and health informatics, ensuring that patient care technology is effectively and efficiently integrated into the clinical process.
Evaluates content quality and assure access to knowledge resources, eliminating redundancy in duplicate data sources, and improving information interoperability across the organization.
Develops reports and information tools using a variety of methods and tools.
Enables healthcare capabilities and the evolution of technology adjoined to the electronic health record (EHR) to deliver quality care by developing, implementing, monitoring, maintaining, and optimizing informatics tools and access to them.
Supports the analysis of a workflow to consider opportunities for the potential improvement or optimization of the behavior of people, systems, information, and tools.
Analyses the change from the current (as-is) state to a future (to be) state.
Ensures the VHA electronic health record (EHR) operates in a way that improves patient care, ensures patient safety, and meets the needs of providers through continuous evaluation, testing, and improvement of the system.
Documents, prioritizes, and recognizes requirements for the improvement of the electronic health record (EHR) and other systems in collaboration with the end-user.
Performs support work in activities that support the management and delivery of educational experiences using information solutions and technology in all areas of healthcare.
Utilizes innovative practice patterns and specializations to continuously develop the informatics role and associated competencies, aligning it with the strategic needs of the organization.
Provides support to higher level analyst in formal and informal education and in-services to facility staff as required to facilitate program success.
Maintains professional relationships with supervisors, co-workers, and others in the organization.
Demonstrates appropriate and proactive interpersonal skills to achieve the goals of the service.
Demonstrates an ability to work under a variety of circumstances to maximize group productivity and quality.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
To qualify for this position at the GS-09 level, you must meet one of the following:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst - Informatics. Qualifying specialized experience includes knowledge of automation and software systems and options that affect clinical practice; performs data analysis, to include collecting, evaluating, and synthesizing data; assisting in process improvement projects; providing communication channels to clinical and business teams to support deployment, sustainment, and optimization efforts; and preparing reports and graphical presentations of data.

Education: Successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.

Combination: Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials. The work is conducted in office, conference room and clinical/hospital patient care settings. Typically, the work is hazard-free, not requiring any special clothing or equipment.
