The Supervisory Program Analyst serves as a Project Manager under the supervision of the Chief, Programs and Project Management Section. This position is responsible for the development, implementation and monitoring of projects with significant complexity related to facility improvements, facility planning, leasing program oversight to include tenant improvement projects, and space utilization and High-Cost Equipment installation through the National Acquisition Center.

Duties

Duties include but are not limited to: Developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations. Developing detailed plans, goals, and objectives for the long range implementation and administration of the program, and/or developing criteria for evaluating the effectiveness of the program. Performing analytical and evaluative work to increase management effectiveness and developing processes to prevent unsatisfactory conditions, and identifies areas that may be non-compliant. Coordinating the planning, design, cost engineering, construction, and environmental considerations for construction projects varying scope and complexity as measured by their diversity, geographical area, management demands, technical intricacies, and public/regulatory issues. Managing and coordinating the development and execution of capital project scope, budget and schedule and maintaining the Capital Asset Inventory. Resolving execution conflicts, coordinating project work that impacts hospital operations through direct coordination with all hospital services to mitigate impacts and integrate facility staff support as required oversight of projects that require unique approaches and constant adjustment to environmental conditions. Engaging stakeholders from within the agency at the local through national level as t relates to influence impacting the project. Integrating project scope and criteria, scheduling and milestones, budgets, and responsibilities of the participating parties, assumptions and risks, contingencies, and performance measurement criteria. Obtaining and maintaining the OCAME and VISN corporate commitment to the management plan. Planning work to be accomplished by subordinates, setting and adjusting short term priorities. Being responsible for the overall management, control, coordination, and execution of assigned construction programs and projects to include space utilization and capital asset improvements. Implementing corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the program. Assigning work, supervising and controlling the activity of Unit Staff. Performing a full range of related duties such as assignment of workload and specific projects, evaluation of performance, interview of job candidates, recommendations for appointments, promotions, reassignments, and the affecting of disciplinary actions as necessary. Evaluating and approving methodology to implement operations. Managing project milestones and budgets from initial studies through construction and initial operations. Allocating project funds to contractors, consistent with progress attained, and measures and monitoring performance to assure commitments of all parties are being maintained. Serving as a project manager, responsible for the overall management, control, coordination and execution of assigned construction programs and projects to include space utilization and capital asset improvements, project progress, measuring the performance and effecting necessary corrective actions to maintain schedule and cost. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serving as a project manager, responsible for the overall management, control, coordination and execution of assigned construction programs and projects to include space utilization and capital asset improvements. Implementing corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the program. Negotiating and integrating all station functions (i.e., clinical, administrative, safety, planning, construction, contracting, etc.), customer needs, regulatory requirements and other agencies' commitments in support of assigned projects into a comprehensive management plan. Integrating project scope and criteria, schedules and milestones, budgets, and responsibilities of the participating parties, assumptions and risks, contingencies, and performance measurement criteria. Physical Requirements: Assignments regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area.
