The Supervisory Program Analyst position is at the Loma Linda VA Medical Center in the Health Administration Service (HAS). The primary purpose is to serve as the VA Loma Linda Compliance and Patient Scheduling Access Manager and is responsible for complete oversight and guidance of all clinical administrative services regarding planning, implementation and continued maintenance of the VHA compliance and directives for patient access to healthcare.

Duties

Duties at the full performance include but are not limited to: Coordinates and supports mechanisms for successful data entry. Ensures accurate, timely and consistent data is entered into the Medical Center database. Establishes and coordinates in-depth training with the HAS Trainer to ensure that HAS and other identified Medical Center staff are educated and accountable for data management. Coordinates the collection of data concerning patient care activities; makes computations as required and reports monthly, quarterly or annually to management. Receives requests from other sources and determines the best method of obtaining, computing and reporting, which involves in an extremely complex blend of computing technology, medical information, communication skills and leadership qualities in a rapidly changing environment. Schedules appointments and utilizes the Electronic Waiting List or Recall List accurately and in a timely manner. Notifies the supervisor when clinic access is less than desirable or if an individual patient cannot be scheduled within mandated clinic timeframes. Reviews active/pending consults, Electronic Wait List, Recall list and Audio care communications for accuracy and disposition, daily. Assures staff update all demographic information on each patient that checks in for their appointment by utilizing the Pre-registration menu as well as gathers insurance information either by using the insurance scanners or copying the insurance cards. Sets performance standards, evaluations, initiates actions on disciplinary matters, awards, labor relations, approvals of leave and work schedules. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: provides advice as the subject matter expert (SME) regarding training and clinic management; oversees the daily operations of the unit, ensures that agency policies and priorities are being followed, develops performance standards and evaluates work performance of subordinates; gives advice, counsel and instruction to employees on both work and administrative matters; serves as Clinic Administrator and has full supervisory authority to independently plan, direct and manage operations of the section to include all functions associated with patient appointment scheduling, scheduling audits, service recovery, clinical feasibility studies, support in strategic planning efforts and where required, budget management; ability to communicate orally with individuals and groups to conduct meetings, coordinate changes in procedures with other service and sections, and explain policies and procedures. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree, from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, may be used to qualify applicants for position at grade GS-11. You will be rated on the following Competencies for this position: Administration and ManagementCommunicationsPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under stress is required because of the time factors involved in completion of work assignments within deadlines.
