As an Environmental Protection Specialist Lead in the Environmental Management Division you will advise management and personnel on environmental laws, policies and processes; and administer and oversee programs or projects that protect the environment, control pollution, remedy damage, and ensure compliance with laws, regulations, and policies.
Duties
Advise on, manage, or perform administrative or program work relating to environmental protection programs (e.g., programs to protect or improve environmental quality, control/mitigate pollution, reduce risk, remedy environmental damage).
Utilize specialized knowledge of the principles and methods of administering environmental protection programs and the laws and regulations related to environmental protection activities.
Evaluate activities and integrate environmental considerations into the decision-making processes to protect and restore environmental resources and to ensure environmental compliance.
Rulemaking and regulation, which involves developing, reviewing, and implementing legislative proposal, regulations, standards, policies, and operating guidance.
Compliance and enforcement, which involves evaluating and ensuring compliance with environmental laws and programs through permitting, self -assessments, audits, inspections, investigations, enforcement, and corrective action activities.
Review proposed actions (construction, land transactions, mission activities) and ensure environmental effects are considered in planning and decision-making, considerations are documented, and that provision is made for public involvement.
Comply with environmental reporting requirements and/or analyze and manage environmental records and information systems.
Manage, administer, and coordinate programs/projects to achieve and maintain environmental compliance of ongoing operations or remediate past environmental violations of compliance issues.
Ensure multimedia regulatory compliance by identifying/managing risks, implementing continuous improvements, providing effective awareness programs, implementing corrective actions, briefing management, and executing compliance obligations.
Assist in the planning and execution of sustainability initiative and projects as directed. Collect, analyze, and report on sustainability metrics as required/requested.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Leading a team of multi-disciplinary professionals in developing and implementing management plans to accomplish goals and requirements in diverse environmental compliance functions such as air, water, waste, underground and aboveground storage tanks, spill prevention, National Environmental Policy Act (NEPA), cultural resource management, natural resource management, sustainability, energy and water conservation, and remediation;
Applying environmental laws and requirements towards a compliance strategy to meet agency and/or organizational goals on environmental compliance functions such as permits, policies, procedures, and establishing and reporting on performance measures;
Identifying risk, developing, and executing mitigation strategies, and communicating potential impacts and mitigation to personnel at various levels;
Applying environmental requirements, methods, policies, and practices related to California Air Resources Board Programs, as well as local Air District requirements, for example, National Emission Standards for Hazardous Air Pollutants, Airborne Toxic Control Measures, Clean Air Act, and Refrigerant Management Programs at the Federal, state, and local level.
