**This job announcement is for NGA's Virtual Hiring Event scheduled for January 30, 2024.**ADDITIONAL INFORMATION: Working within a collaborative team environment, the NGA R&D Scientist leads and influences technical project(s) including milestones, acquisition plans and resources (e.g. costs, staffing). The scientist will engage multi-disciplinary teams, inclusive of contractors and research scientists to shape and lead research projects that seek to advance the understanding of human machine teaming particularly for automated analytics (i.e. computer vision, machine learning, artificial intelligence) applied to new image and video analytic workflows. The scientist will contribute to acquisition and contractual requirements across multiple research projects in the Image & Video Pod spanning multiple technology readiness levels (TRL), from new start pitch development to transition of capabilities to the NSG. POTENTIAL DUTIES:* Develop studies designed to explore the performance bounds of human machine team performance, particularly for automated analytics applied to spatio-temporal analytic workflows. * Develop new capabilities and integrated workflows to increase efficiency of processing and exploiting GEOINT data, in particular image and video data.* Integrate new capabilities and data into enterprise systems; promote and drive adoption of advanced analytics. * Maintain awareness of state of the art, employ and document solutions to automate Geospatial-Intelligence analysis of imagery and video. * Work across teams to define requirements, design and lead research projects from idea creation to system evaluation, including data curation in support of these projects. * Provide technical oversight of performers, evaluate technical merit, and/or test criteria of proposed solution.* Represent NGA Research GEOINT RDT&E initiatives to internal and external organizations, and relay information to and gather from stakeholders.* Interpret technical requirements in context of an overall system plan that makes the best working capability at the most reasonable cost.* Execute technical research projects, track progress and present technical material in a variety of forums (conferences, working groups, program reviews).Additional Application Requirement: You may be asked to complete one or more assessments in addition to the application you submit on this website as part of your application to NGA. Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement: 1. Demonstrated experience managing complex tasks associated with advanced technology projects, especially in the areas of computer vision, machine learning, artificial intelligence applied to image and video analysis.2. Demonstrated experience defining and implementing research studies and/or projects in the areas of human machine teaming, or studies involving human subjects.3. Demonstrated experience working on R&D or technology evaluation projects that involve multi-disciplinary team members. 4. Demonstrated experience utilizing a variety of acquisition vehicles and agreement types in support of R&D including but not limited to Broad Agency Announcements, Other Transaction Authority, Prize Challenges, Requests for Proposals, Contracts, Assistance Agreements (Grants, Cooperative Agreements) and Sole Source justification for procurements.5. Demonstrated experience understanding biases and how they may impact decision-making; identifies alternatives to solve moderately complex problems and selects a reasonable solution.EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Engineering, Mathematics, Physical Science, Computer Science, or a related discipline that includes 24 semester (36 quarter) hours in Mathematics, Science and/or a related Engineering Science such as Dynamics, Electronics, Mechanics, and Properties of Materials. Such coursework includes, but is not limited to, Artificial Intelligence, Machine Learning, Programming, Data Mining, Cybersecurity, Geographic Information Systems, Remote Sensing, or Statistics. Although not mandatory, coursework in differential and integral calculus is preferred. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework as listed in option A, plus experience that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals to 4 years.DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Demonstrated project life cycle management experience for government research and development projects.2. Demonstrated experience with the DoD/IC Institutional Review Board (IRB) processes for human subject research trials.3. Geospatial professional certification is desired, in particular one or more of the following: GEOINT Fundamentals (GPF-C), Geospatial Analysis (GA-II), Geospatial Data Management (GDM-II), Imagery Science (IS-II).4. Demonstrated experience drafting, reviewing, and editing acquisition packages. These include but are not limited to Statements of Work (SOWs), technical and cost documentation, providing technical evaluations on proposals, and pre-acquisition documentation. 5. DAU Contracting Officer Representative course completion (ex. DAU CLC222).
