Duties

You will serve as the PM1 Support Unit Supervisor (N6411) of Military Sealift Command (MSC) developing and executing the Command, Control, Communications and Computer (C4) support services life cycle plan for the Fleet Oiler Program Manager (PM1). You will direct a staff of technical specialists and provide them with supervisory guidance, planning, design and technical assistance. You will be responsible for determining individual responsibilities and assigning specific tasks to the subordinate staff in order to establish clear employee performance guidelines, criteria, and priorities. You will exercise supervisory duties related to Equal Employment Opportunity, performance evaluation and training. You will provide direct oversight and management of shipboard C4 and assigned navigation systems supporting PM1 to ensure system compliance with applicable laws, regulations, policies, standards, and procedures. You will provide customer service support to resolve deployment, maintenance and sustainment problems with shipboard C4 and assigned navigation systems, and take corrective action when problems arise. You will manage multiple projects designed to support the PM1 mission. You will develop and implement information systems security plans and procedures to ensure the effective communication of standard operating procedures. You will maintain direct interaction with customers to determine level of support required to effectively manage C4 resources. You will be responsible for Security Compliance of all C4 and navigation systems and subsystems to include, but not limited to Certification and Accreditation, maintenance, remediation, reporting and inspections.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802 level Advanced within 12 months of appointment.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by: 1-Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensuring appropriate system-related training and documentation are developed and maintained. 2-Customer Service - Works with clients and customers (that is, any individual who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Meeting informally and formally with customers to optimize the level of support provided. 3-Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Ensuring the effective communication of standard operating procedures to operates and maintainers to promote full and secure utilization of systems capabilities. 4-Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Analyzing and evaluating existing configurations and recommending additions, deletions, and reconfiguration of components for improving systems support capability. AND In addition to my experience demonstrating the competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience possessing an in-depth knowledge of C4 and navigation systems life cycle planning, management, operations, and sustainment, which will enable effective support of Military Sealift Command's (MSC's) global operations. Experience addressing the effectiveness of current technical and support services, such as equipment, networks, solutions and Information Assurance (IA) activities. Experience applying knowledge of methods, tools, and procedures, including development of information system vulnerabilities, and providing or restoring security of information systems and networks. Experience applying architecture and typology of software, hardware, networks, telecommunications systems, and command and control systems; to include how these systems operate and integrate with one another.
