About the Position: This is a permanent position for a GS-11/12 HR Specialist (Military) at Shaw AFB, SC.
Note: Management may make selections at any grade level. Promotion to the next grade will be at management's discretion following completion of time-in-grade requirements, training, fully successful performance, and acquired and demonstrated experience.
Duties
Manages one or more military HR programs for an Army Service Component Command.
Provides technical and policy guidance regarding military personnel management.
Serves as staff action officer and USARCENT G-1 representative in matters relating to military personnel management.
Serves as the point of contact for Congressional inquiries relating to military personnel.
Analyzes impacts of military personnel strength management issues to determine HR shortfalls and recommend effective solutions.
Ensures that the headquarters and subordinate units are manned and ready in accordance with Army Manning Guidance.
Formulates policy or guidance for the use by an Army Service Component Command and lower organization levels.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Secret security clearance required.
- Temporary duty travel (TDY) may be required 10-25% of the time.
- One-year probationary period may be required if not already completed in accordance with 5 CFR criteria.

In order to qualify, you must meet the education and/or experience requirements described below. Minimum Qualifications:
GS-11: One year of specialized experience which includes 1) applying knowledge of military personnel regulations or policies to assist in the management of personnel programs; 2) providing guidance on military personnel matters; and 3) recommending solutions to identified military personnel problems.
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12: Specialized Experience: One year of specialized experience which includes 1) managing various military personnel programs such as strategic operational contingency plans and personnel automation data/analysis; 2) establishing policies and procedures for the command military sponsorship program; and 3) utilizing automated military personnel data systems to enter/process various personnel actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at the GS-12 level.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9 or GS-11).
