The Management and Program Analyst has primary responsibility to support the planning and operational management for all Health Plan Management (HPM) programs.

Duties

Oversee the annual Health Administration Service (HAS) budget submissions Provide worksheets and instructions to HAS managers, ensures submissions meet criteria and are submitted timely Oversee personnel and staffing requests, tracking and reports Conducts audits to ensure that required records are accurate and complete Provide information and analysis for long-range planning regarding prospective changes in functions and objectives and recommends changes where required Participates in the analysis and interpretation of workload and other data used in resource planning Reviews information and applies appropriate analytical techniques Develops recommendations and proposals and submits them to management May be assigned as a member of one or more Medical Center or HAS Committees as authorized by the Director, Health Plan Management Develops guidelines, instructions, methods, materials and oversight of training programs including the use of new or improved applications of educational technology and best practices Responsible for planning and coordination of the committee activities and overall direction Other duties may be assigned Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations; Experience in Microsoft word, Excel, or comparable word processing software to execute several office automation ductions such as developing and changing spreadsheets; Perform management and/or program support work, such as program or office planning, evaluation of administrative programs or issues, correspondence control, liaison, special projects or board or committee related work; Review, analyzes, and evaluates training courses and programs. OR, GS-7 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR, GS-07 Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 4-year course of study leading to a bachelor's degree. NOTE: For GS-07 grade level, it may required ACWA testing. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in determining the major issues, program goals and objectives, work processes, and administrative operations; Skill in conducting detailed analyses of complex functions and work processes; Participation in program planning including research, analysis, and recommendations for resource utilization; Oversee personnel and staffing requests, tracking and reports; Makes recommendations on improving workflow. OR, GS-09 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, GS-09 Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education or superior academic achievement. GS- 11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in budget management; HR functions such as personnel request, audits, review position descriptions, performance standards, and training; Perform a variety of duties to carry out, administer or advise on work concerned with assuring the work transactions, business processes and delivery of services needed to carry out programs and functions; Research and develops recommendations that reduce program costs without impairing overall operations; Provide information and analysis for long-range planning; Experience related to education and training, customer service, communication, coaching techniques, process improvement, supervisory skills, disciplinary actions, code of conduct, goal setting and The Joint Commission accreditation standards. OR, GS-11 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, GS-11 Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
