The Training Specialist serves as an analyst and advisor to management on the evaluation and effectiveness of government education programs and operations. The incumbent will support the broad spectrum of programs across the educational continuum, including but not limited to health professions training, staff education, and workforce development, by providing expertise as a designer, trainer, facilitator and coordinator of training programs.
Duties
The Training Specialist is responsible for providing services as a facilitator and coordinator of training programs, as well as linking local activities with VISN 5 and VACO efforts. The incumbent reports to the Designated Learning Office (DLO) in providing analysis and verification of training needs at the facility, VISN, and/or VACO level.
Major duties and responsibilities include:
Plans, promotes and develops educational programs and projects by stimulating activity and providing directions.
Designs programs for the area of assignment by analyzing the need for personnel, facilities, supplies, and materials.
Prepares budget submissions, initiates the appropriation of fiscal support, formulates a program plan, and provides continuing advice and assistance through the program's initiation, implementation and completion.
Provides objectively based information for making decisions on the administration and programmatic aspects of PEPI operations and management of learning resources.
Analyzes and evaluates the effectiveness of leadership development programs.
Develop course content and provide classroom instructional training to staff members throughout the Medical Center.
Research and investigate new or improved business and management practices for application to PEPI education programs and operations.
Develop new or modified administrative program policies, regulations, goals, or objectives for the management and direction of education programs.
Ensures that mandatory training programs are available for staff at all levels of the organization.
Serves as the Associate Domain Manager for the Talent Management System (TMS).
Conducts standard and ad hoc queries to provide reports on progress, deficiencies and completion of facility, mandatory and other training programs.
Serves as a subject matter expert in broad educational areas, generates and develops new approaches and concepts in planning, evaluating and leading major long-range education programs.
Applies innovative instructional methods and develops learning programs designed to enhance employee professional development.
Provides support in formulating new or revised policy and programmatic reviews and education programs.
Advises and assists with negotiating contracts, agreements, and cooperative arrangements.
Responsible for onboarding new employees in New Employee Orientation (NEO).
Performs other duties as assigned.
Work Schedule: Full-Time; Monday - Friday, 8:00 a.m. - 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
GS-11: You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one (1) full year of specialized experience equivalent to at least the next lower grade (GS-09) in the Federal service that is typically in or directly related to the work of this position and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties as a Training Specialist. Specialized experience must demonstrate a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience includes: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training/course materials, aids, devices, etc., and evaluation of training results; and work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis; OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree; OR, 3 full years of progressively higher level graduate education leading to such a degree; OR, LL.M., if related, in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position; OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education, as described above, which meets the total qualifications requirement for the GS-11 grade level. The total percentages must equal at least 100 percent. The education portion must include graduate courses in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, standing, bending and carrying of light items. Fieldwork may involve traveling to complete interviews, participate in meetings and to determine sources of information. Travel within the VISN and attendance at National meetings or events may be required.
Work Environment: Work is typically performed in an adequately lighted and climate control office.
