About the Position: Serves in Headquarters, U.S. Army Medical Center of Excellence, Office of the Staff Judge Advocate, Fort Sam Houston as a paralegal specialist/management support with primary emphasis in the areas of administrative and civil law, litigation support, labor law, Freedom of Information Act (FOIA) and Privacy Act issues, civil litigation and information technology, automation and miscellaneous legal issues involving civilian community and the military installation.

Duties

Provide general paralegal and administrative support to all attorneys within the office. Support the Labor Counselors, especially in the area of labor-management relations. Maintain liaison with servicing personnel offices to ensure effective and responsive relations. Provide support to the Labor Counselor by preparing litigation reports, motions, and labor standards enforcement reports.

Specialized Experience: One year of specialized experience which includes includes providing legal support in the areas of ethics, administrative and civil law, contracts and fiscal law, litigation support, labor law, Freedom of Information Act (FOIA) and Privacy Act issues, civil litigation and information technology, automation and miscellaneous legal issues involving civilian community and the military installation; conducting legal research and drafting responses, documents, memorandum review and signature of the action attorney; ensuring consistency and regulatory compliance in the administration of program requirements; assists supervisors in the procedural development for job descriptions, performance standards, awards, and training; administering performance evaluation systems, length of service, incentive, and other awards programs, such as Civilian of the Month, effecting coordination and ensuring criteria is met; performing administrative duties such as: retrieving files, cataloguing; composes correspondence by adapting, consolidating and highlighting information into a format which most effectively answers inquiries and prepares in final form for signature of the attorney; serving as the office focal point and administrator for other HR processes and programs, e.g., evaluations, tracks and maintains personnel accountability and travel, accountability of office property, and reviews and maintains table of distribution. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as a master's in paralegal studies. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administrative LawAudit ReportingDecision SupportManages and Organizes Information Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
