You will serve as an ASSISTANT CHIEF OF STAFF in the MARINE CORPS INSTALLATIONS COMMAND (MCICOM) of MARCORPS NATIONAL CAPITAL REGION.

Duties

You will oversee the overall planning, direction and timely execution of MCICOM civilian and military personnel programs. You will develop detailed plans for near-term and long-range personnel goals and objectives; recommending restructuring or realignment of structure or personnel within legislative or approved funding levels. You will establish programs and projects to be initiated, dropped or curtailed; prioritize projects for accomplishment across the command; allocate resources in manage-to-payroll/civilian personnel accounts; and, other duties. You will plan, coordinate, and provide supervision in conducting management studies and special projects and develops objectives and milestones; assigns workload to team members, and develops methodologies to measure/monitor the mission. You will serve as an expert in all matters pertaining to manpower/personnel, human capital initiatives and developing and maintaining force structure to meet the requirements to form an oversight/assessment perspective for four regions. You will develop plans to optimize civilian labor structure, reduce hiring process time line, reduce average grade and step, and strategically invest in civilian training and career development. You will assist with the continuing maturation and sustainment of the Marine Corps Civilian Law Enforcement Program (MCCLEP). You will be responsible for developing and presenting strategic plans/options to manage overall personnel resources throughout the MCICOM, to include both strategic and practical recommendations. You will be directly responsible for planning, programming, and budget preparation to justify and effectively execute appropriations for the assigned Marine Corps Program Code.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing staff leadership, advisory services for manpower/personnel and human capital planning, personnel professional development, personnel operations, training and evaluations; overseeing the overall planning, direction and timely execution of manpower/personnel and human capital programs in order to posture the force and sustain readiness in support of Command strategy and operations.
