You will serve as a GG-0343-14 Management Analyst for Naval Intelligence Activity in Springfield, VA. You will use expert knowledge of defense and intelligence to serve as a liaison officer/ management analyst between RDSA and senior leaders in the Department of Defense, Intelligence Community, and the Office of Management and Budget.
Duties
You will represent the Activity in interagency working groups and compaigns.
You will coordinate with Activity subject matter experts to conduct proactive and demand briefings, tours, and site visits of Activity programs and projects to Executive Branch leaders.
You will prepare new or modify previous management analyses, assessments, or other products by applying expert judgement and ingenuity in interpreting information and providing recommendations or making decisions which impact policies and programs.
You will maintain liaison with high level professionals at other government agencies to provide or obtain information on non-routine problems.
You will have discussions that not only involve exchange of facts but also explanation of analytical points and theories about which there is disagreement and the intent is to gain concurrence, cooperation or persuasion.
You will be involved with Matters discussed that may impact policy or assessments.
You will plan, design, and carry out programs, projects, studies for the analysis and evaluation of the effectiveness of programs and operations or the productivity and efficiency of management processes.
You will analyze, evaluate and integrate technical and non-technical data from multiple sources to assess the relevance and significance of developments in his/her assigned area
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

- This position may requires a 2-Year DCIPS trial period requirement.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Intelligence
community experience and/or congressional liaison or other national security policy experience, including employment in the U.S. Congress, is required; 2) Plan, design, and carry out programs, projects, studies for the analysis and evaluation of the effectiveness of programs and
operations or the productivity and efficiency of management processes to meet activity needs; 3) Resolve conflicts which arise and interpret existing policy to make technical and non-technical decisions necessary to analyze and produce innovative management analyses; 4) Identify
information gaps, specify requirements to fill gaps, provide new methodologies and techniques for applications to eliminate gaps, and evaluates information collected in response to the requirements.
