About the Position: The position is located in the Army Contracting Command in Orlando, Florida. ACC-Orlando is a $2 billion acquisition agency and a contracting center of excellence focusing on customer satisfaction, innovative and flexible business practices.
Duties
Serves as a Contract Specialist for the Army Contracting Command-Orlando responsible for pre-award, award, and post-award functions involving competitive and sole source procurements of significant importance.
Executes contracts of high priority on an expedited basis to support quick response needs.
Participates in Integrated Process Teams (IPT) that include technical and specialized personnel in formulating plans for program procurements.
Advises program officials of the procurement objectives to be used and assists in the preparation of statements of work and/or statements of objectives.
Conducts conferences such as pre-and post-award with the prospective contractor(s) to arrive at a clear understanding of what is required for the contract action.
Enforces contract provisions and/or negotiates contract modifications as required.
Reviews and tracks payments to the contractor and performs contract closeout functions and manages the disposition of protests, contract claims, and appeals.
Interprets contract provisions for contractors and officials of the agency providing appropriate advice and guidance.
Monitors contractor performance orally and in writing through correspondence, reports, vouchers, and visits. Responsible for resolving issues such as performance, verification of deliveries, and similar activities.
Performs the full range of contract administration activities consistent with regulations until final delivery and payments are completed and the contract is closed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Acquisition Back To Basics:
This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
- The duties of this position require occasional temporary duty (TDY) travel.
Note: Sometimes on short notice to world-wide locations, using the fastest mode of transportation available
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

Specialized Experience:
In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-02 (GS-11 equivalent) grade level in the Federal service which includes: 1). Completing procurements through formal advertising or negotiated procedures, which are governed by specific laws, regulations, national policy, and government directives. 2) Managing pre-award and post-award functions involving complex and specialized procurements for various government contracts; 3) Issuing solicitation notices in compliance with regulatory and procedural guidelines; 4) Advising senior management on key contracting and procurement issues.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
